Jobs › Northampton, MA › Stormwater and Wetlands Analyst (E… State of Massachusetts Stormwater and Wetlands Analyst (Environmental Analyst II) Northampton, MA Apply Position Summary The Massachusetts Department of Transportation is looking for an Environmental Analyst II, Stormwater and Wetlands Analyst. This individual will possess strong communication skills as the role will require attendance and participation at public hearings and meetings. The Environmental Analyst II will be tasked with performing professional environmental analyses and planning duties in such areas as water resource and stormwater management, wetland delineation, permitting and protection, and engineering and drainage design plan review, in accordance with applicable laws, rules, regulations, standards, and sound environmental science principles and practices. Incumbents of positions in this series prepare and/or review scientific reports, studies and analytical data of environmental Impacts and environmental processes; perform calculations relating to environmental science problems; determine possible impacts on water, soil, air and public health; measure levels of pollution; identify sources of pollution; and perform related work as required. The basic purpose of this work is to perform professional environmental analysis duties in such areas as air pollution, water supply and pollution, toxicology, ecology and public health and hazardous and solid waste management in order to locate, abate or control sources of environmental pollutants, all in accordance with applicable laws, rules, regulations, standards and sound environmental science principles and practices. Duties and Responsibilities
  • Review projects in the Department's advertising program and ensure compliance with MassDOT's policies and practices, including but not limited to, compliance with Federal and State stormwater, wetlands, and NHESP program regulations.
  • Prepare and review technical documentation to comply with applicable water resource requirements and regulations (e.g., permit applications under the Massachusetts Wetlands Protection Act).
  • Performs in‐house technical services including wetland delineations, wetland replication and storm water management designs, and GIS analysis.
  • Review in-house and consultant designs relative to stormwater management and wetlands avoidance and mitigation. Reviews consultant scopes of work as requested.
  • Collaborate effectively with consultants and environmental agencies as well as with other MassDOT Divisions.
  • Represent the Department at public hearings and meetings.
  • Conduct reviews and prepare reports, letters, and memoranda thoroughly and accurately in a timely manner.
  • Provide advice on design issues and review of permit applications involving mitigation and avoidance of environmental resources.
  • Coordinate with other environmental staff and sections to solicit comments and identify permitting strategies.
  • Assist in development and maintenance of documents and spreadsheets to track environmental data. Preferred Qualifications
  • ArcGIS or GIS mapping experience.
  • HydroCAD experience.
  • Ability to understand and apply laws, rules and regulations concerning the environment in connection with the alteration and protection of public health and the environment.
  • Two (2) years of wetland delineation experience (both federal and state).
This position is eligible for a five-thousand dollar ($5,000) signing bonus ("Signing Bonus") if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period.

Substitutions I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.
  • II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.
  • III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for the required experience.
