Under the direction of the appropriate district administrator, the Supervisor of Child Nutrition is responsible for the administration, supervision, and continuous improvement of the district's Child Nutrition Programs in compliance with federal USDA regulations, COMAR Title 13A, MSDE Office of School and Community Nutrition Programs (OSCNP) guidance, and local Board of Education policies. The Supervisor provides strategic leadership and operational oversight for all nutrition programs, including the National School Lunch Program, School Breakfast Program, Free and Reduced-Price Meals program, and other approved nutrition initiatives. This position ensures the delivery of nutritionally sound, safe, and appealing meals while maintaining rigorous standards for program accountability, fiscal stewardship, equity, and regulatory compliance. The Supervisor leads and supports Child Nutrition staff through effective human capital management, including recruitment, supervision, evaluation, professional development, and adherence to USDA Professional Standards. The role is accountable for ensuring equitable access to nutrition services for all students, compliance with civil rights and nondiscrimination requirements, and alignment with district equity commitments. Additionally, the Supervisor oversees fiscal management of the Child Nutrition Special Revenue Fund, including budget development, cost controls, procurement oversight, and audit readiness. The position collaborates with district departments, school leaders, facilities staff, families, and community partners to support program effectiveness, nutrition education, wellness initiatives, and continuous improvement. The Supervisor ensures preparedness for MSDE and USDA administrative reviews and serves as a key advisor to district leadership on child nutrition operations and policy implementation.EDUCATION, CERTIFICATION AND EXPERIENCE
Required:
Bachelor's degree from an accredited college or university in food service management, nutrition, dietetics, family and consumer sciences, culinary arts, business, public administration, or a closely related field; or Bachelor's degree in any academic discipline with a state-recognized certificate or credential for School Nutrition Directors or Supervisors, as recognized byUSDA/MSDE
; or Bachelor's degree in any academic discipline combined with a minimum of five (5) years of progressively responsible experience in the administration or management of school nutrition or large-scale food service programs. Minimum of three (3) years of administrative and/or supervisory experience, preferably in a school system or other public-sector, multi-site operational environment. Demonstrated evidence of progressive responsibility in foodservice and nutrition operations, including at least two (2) years in a lead or managerial role with direct responsibility for menu planning, food procurement, production, distribution, staffing, and service delivery in a regulated environment. Evidence of ongoing continuing education and professional training in school nutrition, food safety, program administration, fiscal management, and/or regulatory compliance, beyond initial food safety training, in accordance with USDA Professional Standards. Possess a valid driver's license and motor vehicle insurance.Preferred:
Master's degree in nutrition, dietetics, food service management, public administration, business administration, education leadership, or a related field. Experience working within a K-12 public school system, including familiarity with federal and state child nutrition programs, enterprise fund operations, andMSDE/USDA

These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions. At the time of employment, the candidate must have: Comprehensive knowledge of Child Nutrition Program administration, including the procedures, policies, practices, and operational methods required to lead a large, multi-site, multi-unit school nutrition service operation. Thorough knowledge of federal, state, and local regulations governing Child Nutrition Programs, including USDA requirements, COMAR Title 13A, MSDE Office of School and Community Nutrition Programs guidance, nutritional standards, civil rights requirements, eligibility determinations, and reporting and audit expectations. Working knowledge of food service facilities and systems, including kitchen and cafeteria design, food and equipment specifications, warehouse and central production operations, food safety systems (HACCP), procurement processes, and inventory management. Knowledge of fiscal management principles related to enterprise fund operations, including budgeting, cost controls, basic accounting, financial reporting, participation analysis, and program sustainability. Ability to develop, implement, administer, and continuously improve districtwide Child Nutrition Programs that are compliant, student-focused, operationally efficient, and fiscally responsible. Ability to plan, allocate, and monitor resources to maintain self-supporting, cost-effective nutrition programs while meeting service, equity, and regulatory expectations. Ability to lead and supervise staff effectively, including recruitment, training, evaluation, professional development, and corrective action, in alignment with USDA Professional Standards and district personnel policies. Ability to develop and deliver staff training, technical assistance, and community/stakeholder communications related to school nutrition operations, program benefits, and compliance requirements. Strong analytical skills, including the ability to develop, monitor, interpret, and evaluate performance measures, operational data, and financial indicators to inform decision-making and continuous improvement. Excellent organizational and administrative skills, with the ability to manage multiple priorities, coordinate districtwide activities, meet required timelines, and ensure program readiness for MSDE and USDA administrative reviews. Highly effective human relations and communication skills, including clear, professional written and oral communication with staff, administrators, families, community partners, auditors, and state and federal agencies. Ability to exercise discretion and maintain confidentiality, particularly in matters related to student eligibility data, personnel actions, appeals, and regulatory reviews. Demonstrated proficiency with technology and data systems, including Microsoft Office applications (Excel, Word, Outlook) and nutrition program management or financial reporting systems, with an emphasis on data accuracy and analysis. Ability to work independently and collaboratively within a complex organizational environment, exercising sound judgment, initiative, and problem-solving skills. Administers, plans, implements, evaluates, and continuously improves the district's Child Nutrition Programs in compliance with COMAR Title 13A, MSDE Office of School and Community Nutrition Programs (OSCNP) guidance, and USDA Child Nutrition Program regulations, using measurable performance indicators and outcome data to ensure program integrity and effectiveness. Interprets and ensures implementation of applicable federal statutes (USDA), COMAR regulations, MSDE policies, and administrative guidance governing all Child Nutrition Programs, including National School Lunch Program (NSLP), School Breakfast Program (SBP), and other approved nutrition programs. Recruits, hires, assigns, supervises, observes, evaluates, and disciplines Child Nutrition staff in accordance with district personnel policies, USDA Professional Standards, and MSDE training requirements, ensuring staff licensure, certification, and required credentials are maintained. Ensures all Child Nutrition staff meet or exceed USDA Professional Standards for School Nutrition Professionals, including completion of required annual training hours and food safety certification. Maintains accurate training documentation for MSDE administrative reviews. Ensures compliance with USDA Civil Rights requirements and district equity commitments related to hiring, service delivery, and student access to nutrition programs, including nondiscrimination assurances. Plans, coordinates, and oversees daily Child Nutrition operations, including staffing models, food production, meal service, inventory control, warehousing, and distribution systems, to ensure operational efficiency and service consistency across all sites. Oversees menu planning and food service operations to ensure compliance with USDA meal pattern requirements, Dietary Guidelines for Americans, and MSDE nutrition guidance while promoting student participation and customer acceptance. Ensures all facilities and operations comply with local health department regulations, HACCP-based food safety plans, and MSDE requirements for sanitation, cleanliness, and safety. Conducts inspections and corrective action monitoring. Plans, administers, and oversees approved nutrition programs beyond traditional breakfast and lunch, including Pre-K, Head Start, Child and Adult Care Food Program (CACFP) activities, Fresh Fruit and Vegetable Program (FFVP), summer, and afterschool meal programs, as applicable. Administers the Free and Reduced-Price Meals program in compliance with USDA eligibility regulations, MSDE procedures, and confidentiality requirements; conducts and adjudicates appeals in accordance with established guidance. Develops, manages, and monitors the Child Nutrition Services Enterprise Fund budget in compliance with USDA financial management standards and MSDE reporting requirements; prepares financial analyses and reports for the Superintendent and Board of Education. Establishes and monitors standards for food, labor, and supply costs; evaluates program cost effectiveness, participation trends, and fiscal sustainability; ensures required documentation and records are maintained for audits and administrative reviews. Consults with facilities staff, planners, engineers, and architects to ensure cafeteria and kitchen design, renovation, and modernization projects comply with MSDE guidance, health department standards, and operational requirements. Reviews and evaluates requests for new and replacement food service equipment; develops specifications and recommendations aligned with operational needs, safety requirements, and fiscal controls in accordance with district procurement procedures. Oversees ordering, storage, utilization, and preparation of USDA Foods in accordance with USDA and MSDE guidelines; provides technical assistance to school sites to maximize effective use. Communicates effectively with students, families, staff, and the community regarding Child Nutrition menus, services, and program benefits in alignment with MSDE transparency and outreach expectations. Supports nutrition education, school wellness initiatives, and cross-department collaboration consistent with MSDE wellness guidance and federal nutrition education objectives. Maintains current knowledge of federal and state policy changes, emerging best practices, and research through participation in professional organizations, MSDE trainings, and USDA-supported initiatives. Ensures program readiness for MSDE and USDA Administrative Reviews, corrective action implementation, and ongoing monitoring activities.OTHER JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES
