Job Requirements Twentynine Palms, CA Secret Polygraph Unspecified Career Level not specified Salary not specified Join Premium to unlock estimated salaries Job Description Duties Help You will serve as Deputy Branch Head, Regional Contracting Office (NW), Installation Support Directorate at the Marine Corps Air Ground Combat Center/ Marine Air Ground Task Force Training Center (MCAGCC/MAGTFTC), in Twentynine Palms, CA. You will review the organizational structure of Purchasing and Contracting and make recommendations to the Branch Head for changes to the Table of Organization when applicable. You will prepare statistical and administrative information in support of requested Data Calls from both internal and external organizations. You will be the first line supervisor for Contract Specialists, Purchasing Agents, Program Analyst, Contract Systems Coordinator, and the Government Commercial Purchase Card (GCPC) Coordinators. You will oversee administration of contracts awarded by Branch, including modification requirements, resolution of customer and contractor problems, delinquent delivery, payment issues, and various adjustments through contract close-out. You will issue cure notices, show-cause notices, conducts contractor conferences to negotiate settlement proposals, and institutes termination for convenience and cause, when necessary. You will conduct Program reviews and audits of cardholders purchases on a random and required basis to ensure compliance with public law and regulatory requirements. You will manage the overall operation of the
MCAGCC/MAGTFTC
Government-wide Commercial Purchase Card {GCPC) Program, ensuring that all regulatory and administrative requirements are met, including implementation, oversight, and supervision. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Qualifications Your resume must also demonstrate at least one year of specialized experience experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing pre-award and post-award contracting functions involving nonstandard and specialized procurement's such as new or unique projects; contracts with additional provisions; urgent need contracts; small or disadvantaged business considerations; or long term contracts that require planning, coordination, implementation, analysis, and resolution of conditions or problems, and to monitor and evaluate contractor performance after contract award. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
