Accountable for the full scope of library operions including administrion, management, technical, and public services. Responsible for collection management which includes the acquisition, organizion, maintenance, preservion, and removal of merials for the collection. Performs original or modified descriptive caloging, subject analysis, and classificion of a wide variety of specialized informion in all forms. Calogs, classifies, and assigns subject headings to informion resources using specialized caloging systems. Searches reference merials, including on-line sources and the Internet, in order to loce unusual or unique reference informion in response to customer requests. Functions as a liaison with user groups and establishes partnerships and builds networks with local, ste, and regional organizions. Attends professional meetings, conferences, workshops, seminars th support library services which demonstre practices th meet customer needs. Plan and deliver specialized programs, services, and/or exhibits. Completes cost estimes prior to ordering/purchasing library merials. Evalues the effectiveness of automed services used by conducting studies and determining requirements th improve system operion. Conducts tours and orientions. Prepares how-to instructions for various services provided. Assists customers with conducting literure searches and calog use. Writes opering procedures for automed library operions based on established policies. Responds to customer complaints and takes necessary action. Develops marketing and publicity ideas th promote library programs th include outreach and publicity programs and special events. Tracks marketing program costs and evalues program effectiveness. Develops budgets while establishing short and long range library plans. Establishes internal procurement and quality processes to ensure approprie accountability for library acquisitions. Works with procurement office to develop purchase agreements and stements of work for various library services. Resolves problems with procurement activity, finance and accounting office, or vendor. Performs supervisory responsibilities such as management of staff, recruitment, and training of personnel. Assigns work based on priorities and deadlines; considerion of the difficulty and requirements of assignments; and the capabilities of employees. Reviews work of subordines for completion and adherence to established policies. Provides direction and continuous feedback on strengths and weaknesses, and holds employees responsible for sisfactory completion of work assignments. Delivers and advoces recognition for employee's performance and contribution, using the full range of honorary and monetary awards. Qualifying Experience:
Basic Requirement:
2 full years of progressively higher level gradue educion OR Master's degree (from an accredited school) in the field of Library science or equivalent gradue degree, e.g., LL.B. or J.D., reled to the position. Experience demonstring : Ability to manage or direct a library or library system (may include budget responsibility, personnel management, and/or collection management type of duties); ability in applying policies and procedures which direct the execution and development of library programs (i.e., procurement rules and regulions; organizional acquisition policies; informion centers' policies for networked equipment; processes of suppliers and publishers used, etc.); skill in caloging and using library and online dabases for research; knowledge of marketing and publicity techniques to promote library programs and initiives for customer use; ability to supervise and lead a team of employees. Educion Some federal jobs allow you to substitute your educion for the required experience in order to qualify. This position does not allow for educion substitution.
