Job Description

Duties You will serve as a Supervisory Marine Inspector, Assistant Chief, Inspections Division (ACID) for the Prevention Department, and be responsible for administering and enforcing the navigation, vessel inspection, and shipping laws and their implementing rules and regulations for flag state, port state, and uninspected vessels. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
Typical work assignments include:
Planning, directing, supervising, and coordinating all efforts related to domestic and foreign vessel inspections. Conducting technical reviews of vessels, shipyard inspections of vessels, and external audits for the flag administration to verify compliance with the International Safety Management (ISM) Code and 33 CFR Part 96. Inspecting all required navigation on vessels, the vessel's hull, and the vessel's machinery. Assisting with the development, implementation, and maintenance of written, unit-level Marine Inspector qualification program guidance and procedures, in alignment with applicable Coast Guard District, Area and Headquarters-level directives. Serving as subject matter expert for Coast Guard third party oversight programs, International Safety Management (ISM) Code, International Maritime Organization (IMO) Code for ROs (RO Code), ISO 9001 Standards for Quality Management Systems, Coast Guard Mission Management Systems (MMS), and several vessel alternate inspection programs. Assuming the duties of the Chief, Inspections Division (CID) in the absence of the CID. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period. This is not a Bargaining Unit position. Selectee must be able to obtain/maintain a valid state driver's license. Qualifications To qualify at the GS- 13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Evaluating complex hull systems, machinery, special use equipment and their automated command and control processes in areas that require extensive interpretation of regulations. Interpreting existing laws, regulations, and standards, as they relate to equipment or systems on marine vessels, to determine compliance criteria. Leading and facilitating discussions with team members on specific courses of actions to correct deficiencies found during vessel inspections and examinations. Preparing and delivering briefings, and providing recommendations to supervisors, sector. commanders and district level command staffs pertaining to ongoing inspections and examinations. Developing and implementing new processes and procedures, for marine inspection, with a goal of improving efficiency. Providing approval of funds for requests for equipment and other resources required for personnel to perform marine inspections and vessel examinations.

Knowledge of the broad range of vessel hull and equipment systems associated with emergency lifesaving, fire protection, navigation, ventilations, watertight integrity, welding, pollution prevention, inert gas systems, liquid natural and propane gas systems, crude oil washing, cargo containment and transfer, auxiliary machinery and equipment, steam, diesel and electrical power systems and pressure vessels.
