The Health and Human Services Agency's Social Services Division strives to improve the quality of life for the residents of El Dorado County. They help residents meet basic needs and ultimately become self-sufficient by offering the following services: CalFresh, CalWORKs, Medi-Cal, General Assistance, and employment services.THE OPPORTUNITY
Perform data entry, process changes, and operates automated systems or specialized software programs (such as MEDS, C-IV, CalHEERS CWS/CMS, CMIPS, etc.); perform complex program support functions; perform a variety of specialized duties in support of professional and technical staff. The selected candidate will have the opportunity to: Perform data entry transactions for case management, aid authorization, imaging, and/or statistical data maintenance. Operate a variety of operating systems, software, or related equipment to support a department's programs, services, and administrative functions. Act as technical resource on more difficult problems or specialized issues. Maintain files, write or revise procedures, and may generate reports and documents using system resources. Review and reconcile system information (MEDS, C-IV, CalHEERS CWS/CMS, CMIPS, or other automated system); assesses and updates records; take corrective action as appropriate. Research procedures, regulations, and/or technical materials as necessary. Use manuals, utilization guides, and All County Letters (ACL) System Change Requests (SCR), etc. to review upcoming changes to regulations, programs, and systems to keep knowledge current. Identify the impacts of changes to automated systems and provides recommendations regarding changes; prepares information to inform users of changes or additions. Troubleshoot problems with individual records, cases, or participants by applying rules and regulations; provide information and interacts with case workers to correct issues or coordinates with the help desk to solve problems. Coordinate with department supervisors and management in producing and maintaining files, information systems, and composing and creating reports. Perform a variety of complex administrative, office support, and paraprofessional functions. Gather data, conduct surveys, prepare reports, and develop training materials for system users; create complex spreadsheets, report formats, forms, and record maintenance systems; may also prepare graphics for presentations and studies. Respond to a variety of public, staff, and management inquiries, providing the requisite information, or refers the requests to supervisory and staff as appropriate. Attend meetings and represent the department at meetings with other departments and agencies for information sharing, system improvements, and implementation of changes. Ideal Candidate Statemen t The ideal candidate is a detail-oriented and technically skilled professional who can manage user access, troubleshoot system issues, and provide clear guidance to staff using statewide automated systems. They excel at interpreting regulations, reviewing change requests, and recommending system updates or workarounds when needed. Experience with MEDS is strongly preferred, particularly in supporting eligibility staff and resolving complex case issues. They communicate effectively, participate in meetings to share progress and resolve concerns, and stay current on system procedures to keep staff informed through bulletins, updates, and training. They are comfortable gathering and analyzing data, identifying trends, and recommending improvements that support program goals. This candidate collaborates well with internal teams, Subject Matter Experts, and external partners, representing the County in discussions related to system functionality and enhancements. Human Resources will assess your application to determine if you are minimally qualified using the following recommendations : Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying. Three (3) years of full-time experience performing financial or statistical recordkeeping, or producing a variety of work products using a statewide automated system or software applications; OR Successful completion of thirty (30) college semester units or forty-five (45) quarter units from an accredited college or university; and Two (2) years of full-time experience performing financial or statistical recordkeeping, or producing a variety of work products using a statewide automated system or software applications.Licenses and Certifications:

The County of El Dorado is recruiting applicants for System Support Assistant. This recruitment will establish a list for the purpose of filling current and future full time, part time and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
