  • ( 2602330 ) Position Information Shape the future of transportation data at one of the nation's largest state transportation agencies.

TxDOT's Transportation Planning and Programming Division's Geographic Information Management Section is seeking an Enterprise Data Governance Analyst to support the implementation of TxDOT's Enterprise Data Governance Roadmap and strengthen the connection between enterprise data governance, digital delivery, asset management initiatives, and geospatial data footprints. This position offers a unique opportunity to make an enterprise-wide impact by collaborating with divisions, districts, executive leadership, and governance committees across the State. The selected candidate will support the development and implementation of enterprise data governance policies, standards, processes, and training programs that improve data quality, accessibility, stewardship, and decision-making. The position will perform data analytics, GIS governance activities, data quality assessments, governance maturity evaluations, and organizational change management efforts while helping advance statewide data management capabilities. The ideal candidate possesses experience in data governance across spatial and non-spatial data domains, business and data analytics, information management, stakeholder engagement, and public speaking. Successful candidates will be comfortable working with diverse business and technical audiences, developing governance artifacts and training materials, facilitating meetings and workshops, and leading governance-focused projects that improve the value and reliability of enterprise information assets.

Position Description Management Analyst III:

Performs highly complex professional administrative and policy analysis work. Work involves conducting organizational studies and evaluations, designing systems and developing procedures, conducting work efficiency studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Work requires extensive contact with high-level executives, managers and governmental agencies. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Management Analyst IV:

Essential Duties:
Management Analyst III:

Advises and consults with management on department studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements. Analyzes and evaluates business functions and activities; develops and monitors performance data. Develops new or modifies existing administrative programs, policies or regulations. Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems. Evaluates statistical data, interprets results and prepares reports on effectiveness of program activities. Investigates and researches new or improved business and management practices for application to agency programs or operations. Oversees strategic long

  • and short-range planning, modeling activities and/or the evaluation and development of policies.

Oversees the assessment of current organizational, procedural, or operational systems for effectiveness, efficiency, and conformance to established guidelines. Prepares comprehensive technical records and reports to present, interprets data, identifies alternatives; and makes and justifies recommendations. Researches and interprets historical, current and projected data to identify problems, causes and areas where procedural or system changes are indicated. Serves as a project leader. Performs other job responsibilities as assigned.
