Job Description We are seeking an experienced Senior Principal Consultant with deep knowledge of the IC CFO Integrated Planning, Programming, Budgeting, and Execution (IPPBE) process. This individual will serve as a senior functional and technical liaison between business stakeholders, program leadership, end users, and application development teams. The successful candidate will understand IPPBE business processes, underlying data structures, and relationships across planning, programming, budgeting, and execution data. The consultant will work closely with end users to identify business needs, translate use cases into clear functional and technical requirements, validate application functionality and reporting accuracy, and support the successful adoption of the solution. This role requires strong experience in requirements management, data validation, application testing, reporting and dashboard development, stakeholder communication, user training, and product demonstrations. •  Serve as a subject-matter expert for the

IC CFO IPPBE

process, including planning, programming, budgeting, and execution activities.

•  Understand IPPBE data, business rules, data relationships, reporting requirements, and dependencies across functional areas.
•  Communicate with stakeholders using relevant CFO, financial management, budgeting, and IPPBE terminology.
•  Analyze complex business processes and identify opportunities to improve reporting, analytics, data quality, and application usability. Business Analysis and Requirements Management
•  Engage end users and business stakeholders to understand operational needs, reporting requirements, and application use cases.
•  Lead requirements-gathering sessions, workshops, interviews, and process reviews.
•  Translate business requirements into clear functional specifications, user stories, acceptance criteria, and technical guidance for the development team.
•  Ensure the technical team understands the business purpose, expected outcomes, data relationships, and reporting logic associated with each requirement.
•  Maintain a comprehensive understanding of all approved requirements and use cases.
•  Work with the Project Manager to document, track, and manage requirements through a Requirements Traceability Matrix (RTM).
•  Trace requirements through design, development, testing, implementation, and user acceptance.
•  Identify gaps, conflicts, dependencies, and changes in requirements and communicate their impacts to project leadership. Application Testing and Data Validation
•  Develop and execute functional, integration, regression, and user-acceptance test scenarios for the IPPBE application.
•  Validate that implemented functionality meets documented requirements and approved use cases.
•  Test reporting workflows, dashboard interactions, filters, calculations, drill-down capabilities, and data outputs.
•  Validate the completeness and accuracy of data presented in application reports and dashboards.
•  Reconcile report results against authoritative data sources, business rules, and expected financial outcomes.
•  Document defects, data discrepancies, and functional issues with sufficient detail for technical teams to investigate and resolve.
•  Retest resolved issues and confirm that corrections do not negatively affect existing functionality.
•  Support test planning, test execution, defect management, and readiness assessments for production releases. OAC Dashboard and Report Development
•  Design, develop, and enhance dashboards, analyses, visualizations, and reports using Oracle Analytics Cloud (OAC).
•  Convert business questions and reporting use cases into intuitive, accurate, and actionable analytics reports.
•  Define report layouts, calculations, filters, prompts, drill paths, visualizations, and user interactions.
•  Validate data models and report logic to ensure consistent and accurate results.
•  Collaborate with data engineers, developers, architects, and functional stakeholders to resolve reporting and data-quality issues.
•  Apply reporting and visualization best practices to improve usability, performance, accessibility, and decision support. Stakeholder Engagement and Communication
•  Act as the primary bridge between business users and technical delivery teams.
•  Build trusted relationships with end users, program managers, functional leads, developers, testers, and executive stakeholders.
•  Facilitate discussions to clarify priorities, resolve ambiguities, and support timely decision-making.
•  Communicate project status, requirement changes, testing results, data-quality concerns, risks, and recommendations clearly and professionally.
•  Provide senior-level guidance on functional design, reporting strategy, user experience, and solution adoption. Training and Demonstrations
•  Develop user training materials, job aids, presentations, process guides, and application documentation.
•  Plan and conduct training sessions for end users covering all implemented IPPBE functionality.
•  Demonstrate how application capabilities support approved business requirements and use cases.
•  Tailor training content to different user roles, levels of experience, and business responsibilities.
•  Support PM in conducting monthly demonstrations of newly implemented or enhanced functionality.
•  Gather user feedback from training sessions and demonstrations and incorporate it into future requirements and product improvements.
•  Support user adoption through follow-up sessions, office hours, and knowledge-transfer activities.
