This open recruitment is being conducted to fill one (1) full-time vacancy for the position of Deputy Chief Technology Officer - Apps & Development for the Information Technology Services (ITS) Division of the County Executive Office at Napa County. This is an at-will, management position. The eligibility list established from this recruitment may also be used to fill current and future full-time, part-time, limited term, and extra help vacancies for up to twelve (12) months from the establishment date.

Napa County Information Technology Services (ITS) is a Division the County Executive Office (CEO) that provides technology services and solutions to all County departments, as well as a range of technology services to five special districts within the County. Each of these functional areas and special districts provide their unique services to the Napa County community and ITS plays a strategic role in fulfilling technology needs in support of these varying businesses. The Deputy Chief Technology Officer - Applications & Development (DCTO) assists the Chief Technology Officer (CTO) in planning, directing, managing, and overseeing the day-to-day management, internal operational oversight, administration, and technical oversight of the Information Technology Services Division within the County Executive Office, including assigned programs and functional areas; coordinates assigned activities with other departments and outside agencies; provides highly responsible and complex administrative support to the CTO; and may act as the CTO in their absence. The DCTO is responsible for the strategy, delivery, and continuous improvement of enterprise applications and software solutions and engineering across County operations. This position provides oversight of application development, systems integration, software engineering practices, and platform modernization in a hybrid environment spanning SaaS, cloud-based platforms, and proprietary systems. The incumbent ensures that technology and data are leveraged as strategic assets to improve County operations, strengthen decision-making, and enable innovation.
Key Responsibilities:
Lead the County's application, software engineering, and enterprise data strategy, ensuring alignment with organizational priorities and digital transformation goals. Establish a unified vision for applications, integration, and data platforms that support scalable, secure, and interoperable systems. Oversee the use of emerging technologies including AI, automation, cloud-native services, and advanced analytics to improve service delivery and operational efficiency. Define enterprise approaches for data governance, data integration, analytics, and information lifecycle management.
POSITION REQUIREMENTS
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
Six years of increasingly responsible information technology experience including two years of management and administrative responsibility.
Education:
A Bachelor's degree from an accredited college or university with major course work in computer science, management information systems, public administration, business administration, or a related field. An advanced degree is desirable.
License or Certificate:
• Possession of a valid California driver's license. •Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position. Napa County offers a hybrid work-schedule. Napa County supports a telework schedule that consists of a maximum of two (2) days of telework per week.

DISASTER SERVICE WORKERS
Napa County employees automatically become Disaster Service Workers.
