Job Description

Position Summary:
The Associate Vice President and Chief Information Officer (CIO) provide executive leadership for the planning, delivery, and operational discipline of the university's technology environment. The CIO owns the institutional IT management policies, governance frameworks, and operating models that define how technology solutions are planned, implemented, changed, and sustained to realize value from university technology investments in support of the institutional mission. The CIO is responsible for developing and implementing a comprehensive technology strategy that supports the institution's mission, enhances academic and administrative operations, and drives digital transformation. The CIO will collaborate with the VPFP and cabinet to gain support for the proposed comprehensive technology strategy. This role requires leading complex changes in a public-university environment while maintaining operational stability and delivering measurable improvements in service quality and risk management.
Role and Responsibilities:
Strategy and university wide technological governance Define, promote, and execute a comprehensive technology vision and roadmap aligned to institutional priorities and long-term strategic objectives which unify all Division IT organizations by establishing and developing oversight for technology standards and architecture principles. Review existing IT boards and committees to identify gaps and realign roles as needed to ensure broad representation and transparent decisionmaking. Lead prioritization and portfolio management of enterprise initiatives. Establish and enforce enterprise IT governance, portfolio management, and architectural standards that define decision rights, accountability, and lifecycle management for all university technology investments and services. Align centrally managed and distributed IT delivery models under common institutional standards and priorities to ensure consistency, reduced ungoverned risk, and maximize return on investment in IT staff. Operational leadership and service excellence Provide executive oversight of enterprise architecture, infrastructure and operations, networks, telecommunications, cloud platforms, and endpoint management. Drive an IT service management culture focused on reliability, accessibility, and customer experience for students, faculty, staff, and alumni. Ensure the consistent application of enterprise IT service management, change management, and operational practices that support reliability, scalability, and sustainability of technology services. Cybersecurity, risk, and compliance Serve as the executive accountable leader for integration, institutional information security, risk management, and compliance requirements into technology strategy, delivery, and operations, in partnership with the Chief Information Security Officer (CISO). Establish and oversee enterprise processes for evaluating, approving, and monitoring AI technologies to ensure alignment with institutional data governance standards, cybersecurity controls, regulatory requirements, and ethical use in collaboration with the CISO and Chief Data and Institutional Effectiveness Officer. Oversee the planning, testing, and continuous improvement of business continuity and disaster recovery capabilities for mission-critical information systems and services, in coordination with information security, emergency management, and institutional leadership. Digital transformation and innovation Identify emerging technologies to drive digital transformation and enterprise modernization. Provide executive ownership and accountability for the strategy, governance, implementation, and value realization of core enterprise platforms, including enterprise resource planning (ERP), customer relationship management (CRM), learning management systems (LMS), research computing, and collaboration services. Partner with academic and administrative leaders on instructional and research technologies. The CIO will also be responsible for: Budgeting, sourcing, and vendor management Stakeholder engagement and communications Data governance, analytics, and BI Talent, culture, and organizational structure
Required Qualifications:
Applicants for the Associate Vice President and Chief Information Officer position shall demonstrate all of these required qualifications: Bachelor's degree in information technology, computer science, business administration, or a related field. At least ten years of progressively responsible experience in information technology leadership, preferably in higher education. Strong analytical, technical, and strategic planning capabilities. Demonstrated experience in leading a complex, distributed IT environment in a customer-focused organization. Proven ability to lead cross-functional teams and drive institutional change. Strong verbal, written and interpersonal communication skills. Demonstrated experience supervising personnel, including work allocation, training, promotion and enforcement of internal procedures and controls, problem resolution, and evaluating performance.
Preferred Qualifications:
Applicants for the Associate Vice President and Chief Information Officer position may also demonstrate some of these preferred qualifications: Advanced degree (Master's or higher) in a related field. Demonstrated experience in providing leadership in conceptualizing, planning, developing, and successfully implementing multiple information technology projects. Demonstrated experience developing, implementing, and maintaining policies, objectives, short- and long-range planning for information technologies. Demonstrated experience collaborating with departments and administration to establish goals, priorities, and standards for technology solutions to meet institutional needs; updating and maintaining relevant state-of-the-art technology, equipment, and/or systems. Demonstrated experience directing, planning, and budgeting for information technology operations. Demonstrated experience with enterprise architecture principles and current information technology security best practices. Demonstrated experience leading technology organizations within a distributed or embedded service delivery model under centralized governance, preferably in a public higher education environment.
