Responsibilities:
This position serves as the Privacy Officer, reports directly to the Chief Privacy Officer, for the Presbyterian Healthcare Services Enterprise-wide (PHS-E) corporate high-profile Privacy Program that includes
PHS, PHP, PIC, AAS, PHS
Affiliates, Presbyterian regional hospitals and affiliated clinics. This role helps PHS-E navigate a dynamic future in privacy by providing expert privacy guidance in healthcare regulatory compliance and other complex matters driving the transparent, ethical and innovative use of personal information. The Privacy Officer provides subject matter expertise and leadership across the Privacy Program. The Privacy Officer, in conjunction with the Chief Privacy Officer provides seasoned judgement, leadership, and subject matter expertise across the Privacy Program's many services. Some key responsibilities include Provide expert privacy guidance and analysis for healthcare regulatory compliance and other complex privacy matters to facilitate and continually mature a Privacy Program Assist Chief Privacy Officer in leading regulatory interface with the US Department of Health and Human Services Office for Civil Rights other state and federal agencies Assist Chief Privacy Officer in leading data incident responses in both health care and civil rights and interface with federal and state regulators on behalf of PHS-E Lead privacy impact assessments of projects, systems, and departments Educate Privacy Program staff that includes a Privacy Analyst related to privacy impacts, assessments, and responsibilities in furtherance of PHS-E compliance with federal and state privacy laws and civil rights within health care Assist in reviewing PHS contracts to determine whether Business Associate Agreements (BAA) are needed and if so, reviews BAA agreements Monitor developments and trends in privacy and formulate PHS-E privacy risk strategies accordingly Maintain deep knowledge of enterprise-wide (PHS-E) data related operational practices and technologies, as well as compliance within Privacy, Information Security and Physical Security Serve as needed on internal data assurance and data governance committees regarding privacy of data collection and usage, and associated privacy risks as they factor into the day-to-day operations and privacy strategy of PHS-E Promulgate best practices through awareness and training programs Maintain and ensure enterprise-wide (PHS-E) implementation of appropriate privacy policies and procedures Develop and maintain close working relationships with key PHS-E staff, including legal, contracting, health care delivery, health plan, human resources, IT, research, and compliance teams
Qualifications:
JD degree from an accredited law school with at least 7 years' privacy legal work experience in health care is strongly preferred
Other:
Proven strong verbal and written communication skills Strong knowledge base related to HIPAA Privacy, Security, and Enforcement; and other federal and state privacy laws to include consumer privacy laws and civil rights laws within health care.
