Job Description
Manages and coordinates the daily operations of the Management Information Services (MIS) Department, establishing service standards, performance metrics and operational policies and ensuring timely, effective technical support and service delivery. Performs administrative functions of hiring, supervising, and training of MIS staff; Develops and implements a comprehensive information technology strategy, aligning technology initiatives with Town goals, capital planning, and service delivery; Directs MIS department staff and operations in the maintenance of services and the implementation of new programs or processes for the purpose of providing services within established timelines and in compliance with related requirements; Manages a complex infrastructure encompassing network and telecommunications systems, servers, cloud and hybrid platforms, software and hardware systems, and Town and public-facing applications and manages fiber, ethernet and wireless networks; Develops and monitors annual budget allocations, expenditures and fund balances for internal MIS department, as well as all technology related capital projects for all departments; Formulates and deploys long-term strategic plans for acquiring and enabling efficient and cost-effective information processing solutions and communication technologies; Plans, authorizes and oversees the deployment, monitoring and support of all hardware and software for all Town departments; Collaborates with internal and external stakeholders for the purpose of implementing and/or maintaining services and programs; Manages formal public records data extractions for FOIL requests as required; Responsible for all vertical market applications as well as a robust Geographical Information System with a public mapping portal in addition to support of a large Police Department; Develops, implements and maintains all cyber security and information protection, privacy and security policies and standards for MIS systems and external data communications; Leads cyber risk assessments, incident response planning, and information security training; Responsible for the development and implementation of a Disaster Recovery Plan to ensure continuity of operations including scheduled testing and continuous improvement. Provides audit and compliance reviews for financial auditors, cyber insurance providers, and quarterly PCI testing and compliance; Develops bid requirements for all software and hardware as required, reviews bid and RFP responses and recommends appropriate awards; Develops and implements all IT policies and procedures for authorized employee use of Town resources including internal documentation for software, hardware, and infrastructure processes; Oversees negotiation and administration of vendor, outsourced and consultant contracts and service agreements; Plans and administers the Town-wide communications systems including the VoIP telephone system as well as all analog, fax lines and alarm system; Plans and administers the operations of Town-wide video systems. Thorough knowledge of state-of-the art information and communication technology and concepts, including enterprise-wide networking, distributed systems, relational database technology, wide/local area networking and VoIP; strong knowledge of federal, state and municipal laws, regulations and procedures relating to the function of an IT department including records retention, public records handling, network and data security including the Health Insurance Portability and Accountability Act (HIPAA) and data confidentiality, integrity and availability; strong ability in the areas of IT infrastructure strategic planning and development, project management and policy development; ability to manage, direct and coordinate the work of IT staff, professionals, technical, and customer support staff; ability to develop and administer departmental goals and direction, objectives and procedures; ability to prepare budgets and financial reports, and to present ideas clearly and concisely, both orally and in writing.
MINIMUM QUALIFICATIONS
Possession of a Master's degree in computer science, information technology, information systems, business administration, public administration or a closely related field AND four (4) years of progressively responsible experience providing a variety of technical support to a large organization, two years of which must have included management responsibility, OR Possession of a Bachelor's degree in computer science, information technology, information systems, business administration, public administration, or a closely related field AND six (6) years of progressively responsible experience in providing a variety of technical support to a large organization, three years of which must have included management responsibility.Note:
