In this dynamic leadership role as a Consult Partner dedicated to State and Local Government, you will craft innovative technology and business solutions for major public sector clients across New Jersey and Pennsylvania. You will join us at a unique time in our history where you can shape how our public sector consulting practice operates today and evolves for the future. You will play a hands-on leadership role across multi-disciplinary teams, guiding them through complex consulting engagements, pre- and post-deal execution, and strategic infrastructure transformations. Your leadership will be critical in driving client outcomes, rolling up your sleeves to lead delivery teams, and fostering talent development within our expanding practice. Working directly with state agency leaders, department heads, and procurement executives across New Jersey and Pennsylvania, you will position strategic change agendas that bring cloud migrations, modern infrastructure, and AI technologies together to solve pressing public sector challenges at scale.
  • Key Responsibilities
  • Client Engagement and Public Sector Advisory
  • + Build and maintain deep relationships with key state agency leaders, department heads, and procurement officials, serving as a trusted advisor on digital transformation.
+ Lead C-level customer interactions and consultative strategy sessions, managing the end-to-end deliverables and outputs of complex deal engagements. + Enhance client satisfaction as measured by Net Promoter Score (NPS) and secure long-term public sector references across New Jersey and Pennsylvania accounts.
  • Business Development and Procurement Strategy
  • + Identify, pursue, and convert a robust pipeline of SLED business opportunities aligned with state fiscal year budget cycles and funding mechanisms.
+ Lead responses to formal government solicitations, including RFPs, RFIs, sole-source justifications, and cooperative purchasing contract vehicles. + Collaborate with internal solution architects and commercial teams to construct value-driven proposals that conform to state security, compliance, and accessibility mandates.
  • Technical Solutioning and Practice Delivery
  • + Take ownership of complex engagement design and oversight of delivery, ensuring high technical performance, risk containment, and client mission alignment.
+ Advise state and local government entities on modern IT transformations spanning hybrid cloud migrations, AI adoption, enterprise architecture, and infrastructure resilience. + Proactively develop thought leadership, external eminence, and intellectual capital to strengthen Kyndryl Consult's brand across the mid-Atlantic public sector market.
  • Profitable Growth and Operational Excellence
  • + Drive significant financial outcomes by achieving signings, revenue, backlog growth, and engagement margin targets. + Undertake scope definition, fee negotiation, and risk mitigation on all consulting engagements to ensure long-term commercial profitability. + Maintain strong individual and team utilization metrics while maintaining high standards of delivery quality.
  • Team Leadership and Culture
  • + Lead multi-disciplinary consulting teams by example, fostering a supportive, curious, and commercially focused team culture.
+ Mentor and develop consulting talent within the SLED practice, encouraging continuous personal learning, technical certification, and professional growth.   • Required Skills and Experience
  • + Proven experience in a consultative sales or advisory role driving IT professional services, cloud migration, and digital transformation within state and local government organizations.
+ Proven track record of identifying, pursuing, and closing business opportunities across Pennsylvania or New Jersey state and local government accounts. + Experience navigating public sector procurement regulations, public contracting laws, RFPs, RFIs, and cooperative purchasing vehicles like NASPO, OMNIA, or GSA schedules. + Proven experience leading and executing complex projects with multidisciplinary teams across IT, finance, legal, and leadership stakeholder groups. + Practical experience driving revenue growth, negotiating fee structures, and managing profitability and deal margins. + Working knowledge of key public sector compliance frameworks, including StateRAMP, FedRAMP, CJIS, HIPAA, and FERPA. + Strong written and verbal communication skills with demonstrated experience authoring formal government solicitation responses and executive presentations. + Bachelor's or Master's degree in Business, Information Technology, Public Administration, or a related field.
  • Preferred Skills and Experience
  • + Professional experience within a state government agency, municipal department, public school district, or university system in Pennsylvania or New Jersey.
+ Proven experience leading digital equity initiatives, smart city programs, or public sector modernization efforts across extended sales cycles. + Established network of executive relationships across Pennsylvania or New Jersey state agencies, local municipalities, or higher education institutions. + Exposure to major public sector enterprise cloud ecosystems, including Microsoft, Google Cloud, AWS, or Salesforce. + Relevant public cloud certifications (e.g., AWS, Microsoft Azure, Google Cloud) or technology consulting credentials. + Master's degree in Business Administration, Information Technology, Public Administration, or a related field.
  • Bonus Skills & Knowledge:
  • + Prior experience in a government agency, public school district, or university system + Knowledge of digital equity initiatives, smart city programs, or government modernization efforts + Existing relationships within state agencies, municipalities, or educational institutions in the States of Pennsylvania or New Jersey

The compensation range for the position in the U.S. is - $185,760 to $334,320 based on a full-time schedule. Your actual compensation may vary depending on your geography, job-related skills and experience. For part time roles, the compensation will be adjusted appropriately. The pay or salary range will not be below any applicable state, city or local minimum wage requirement. There is a different applicable compensation range for the following work locations: California (San Francisco Bay Area): $222,960 to $401,160 California (All Other): $204,360 to $367,800

Washington DC:
$204,360 to $367,800 This position will be eligible for Kyndryl's discretionary annual bonus program, based on performance and subject to the terms of Kyndryl's applicable plans. You may also receive a comprehensive benefits package which includes medical and dental coverage, disability, retirement benefits, paid leave, and paid time off.
Note:
If this is a sales commission eligible role, you will be eligible to participate in a sales commission plan in lieu of the annual discretionary bonus program. Applications will be accepted on a rolling basis.
