Position Summary:
Midnight Sun seeks a Facilities Program Analyst to support the N48 Facilities Division at Naval Construction Group ONE (NCG1) in Port Hueneme. The role combines facilities planning, project coordination, data analysis, and program management to help maintain and improve approximately 150 facilities across multiple Navy installations. Additionally, this role supports day-to-day maintenance and facility improvements as well as long-range planning, budgeting, and future construction requirements. This position is contingent upon contract award.
Key Responsibilities:
Analyze facility requirements, maintenance needs, inspection findings, and operational data to develop recommendations. Support facility planning, Navy Facilities Maintenance Plans, Basic Facility Requirements (BFRs), Facility Requirements Studies, MILCON, and SRM planning. Track maintenance projects, trouble tickets, funding, budgets, and facility requirements from initial request through completion. Prepare project documentation, budget inputs, cost estimates, justifications, reports, briefings, and DD Form 1391 documentation. Maintain accurate facility records, engineering drawings, maps, deficiency logs, and asset information using Maximo and associated facilities database systems. Evaluate facility improvement and space allocation requests and develop recommendations for Government review. Coordinate with NAVFAC, Public Works Departments, USACE, and other engineering organizations to advance facility projects and resolve issues. Support facility inspections, command assessments, corrective-action tracking, and the NCG1 Camp Maintenance Program. Support warehouse and inventory management activities associated with camp maintenance materials control. Communicate project status, issues, priorities, and recommendations to Government and contractor stakeholders.
Minimum Requirements:
Demonstrated experience and technical knowledge in Navy facilities planning and maintenance, BFRs, and DD Form 1391 documentation. Operational proficiency with Maximo and associated facilities database management systems. Working knowledge of warehouse and inventory management practices supporting maintenance materials control. Experience performing administrative analysis, data collection, and reporting. Proficiency with standard office productivity software, including Excel, Word, and PowerPoint. Strong written and verbal communication skills, including professional communication with Government stakeholders and external organizations. Ability to work independently, apply sound judgment, manage competing priorities, and present clear recommendations and corrective actions.
Preferred Qualifications:
Bachelor's degree in facilities management, business, engineering, construction management, project management, public administration, or a related field, or equivalent relevant experience. Familiarity with NAVFAC Asset Management, Facilities Maintenance Division (FMD), and Facilities Engineering Acquisition Division (FEAD) operating structures.
