Program Analyst

The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating personnel and fiscal processes necessary to maintain a successful account of FTE system and application of new technologies. The Analyst performs duties directly contributing to the administrative management of an integrated health care delivery system that requires the ability to apply the specialized principles and practices of health care management.

Time-In-Grade Requirement :

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: - Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing correspondence. Applicants may substitute education for the required experience. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and skill in applying a wide range of advanced practices, theories, and emerging information in health care delivery, data analysis and applications; knowledge in the use of financial software packages; experienced knowledge of VHA operations, national databases (including the Veterans Health Information Systems and Technology Architecture [VISTA] architecture and file structure), analytical techniques and clinical applications development techniques; in order to be able to provide expert and professional data analysis and consulting services and to develop and deliver appropriate reports, educational and training programs to all levels of employees, internal and external to the VA. Thorough in-depth knowledge of the administrative environment, including practices, procedures, policies, strengths and weaknesses in order to effectively use data to track and manage health care system operations.

OR Education:

Physical Requirements:
