Provides overall leadership, guidance, and management within the division; first line supervisor for civilian and military personnel. Develops the department budget and ensures proper execution of the budget. Coordines and consolides departmental budget inputs and develops and prepares the narrive da for the Agency's O&M and RDT&E budgets, the Agency's Program Objective Memorandum (POM), and other documents and exhibits. Provides supervision and advice to Contracting Officer Representives (CORs) and DTRA Program Managers Oversees and reviews development of estimes, planning stistics, recommendions, and other informion needed to meet department, directore, and Agency objectives. This is an Acquisition Workforce position in Program Management Functional Area, Practitioner tier. The incumbent required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandory within 2 years. Qualificions You may qualify the GS-14, if you fulfill the following qualificions: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience serving as the senior programming and planning cost estime advisor and analyst concerning multiple programs across a broad range of activities. Experience identifying complex emerging operional requirements, analyzing impact on assigned programs, and developing recommendions to prioritize resource requirements for acquisition programs. Experience developing Stement of Objectives (SOO), Award Fee Plan, Contract Deliverables Requirements List (CDRL), Sole Source Justificions, Simplified Acquisition Procurement (SAP) and government cost estimes for submission to the contracting officer. Experience coordining and consoliding departmental budget inputs, to include developing narrive da for O&M and RDT&E budgets, Program Objective Memorandum (POM), and other documents and exhibits as required. Experience developing and implementing near- and long-term goals for personnel supervised, and deleging work to subordines based on priorities, difficulty of assignments, and the capabilities of employees.
