00 Save Job Description New York City Housing Authority's Real Estate Development Department (REDD) is responsible for reinvesting in, restoring, and rebuilding publicly controlled affordable housing. REDD delivers on its mission by securing capital sources and operational expertise through innovative public-private partnerships that center resident voices. REDD's work is critical to achieving NYCHA's overall mission to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. REDD oversees the implementation of the Permanent Affordability Commitment Together (PACT) program, which leverages the federal Project-Based Section 8 program to generate significant funding to modernize NYCHA communities, while preserving residents' rights and enhancing their quality of life. In addition to the rehabilitation of existing buildings, REDD is also using its tools to rebuild public housing developments and create new housing opportunities for existing NYCHA residents in addition to mixed-income housing, community and commercial uses, public spaces, and other community assets. REDD's PACT program has delivered nearly $10 billion to over 31,000 homes and will address a pipeline of $6.2 billion in capital needs for over 12,000 homes as of February 2026. REDD is seeking a skilled and thoughtful Program Analyst to join our team and contribute to the success of the PACT program and REDD initiatives. The Program Analyst will be responsible for assessing the effectiveness, quality, and impact of REDD's programs and processes. This role will design and conduct evaluations, analyze qualitative and quantitative data, and translate findings into clear, actionable insights to support learning, improvement, and accountability. Under the supervision of the Director of Policy Development and Implementation, the Analyst will work on a collaborative team of policy and data specialists, supporting the work of the entire Department including teams of planners, transaction and asset managers, and design professionals. The Analyst will also work with external stakeholders including PACT partners and residents to effectively evaluate and improve program components.
Key responsibilities:
Program Evaluation:
Assess program effectiveness, efficiency, and alignment using quantitative and qualitative data.
Process Analysis:
Review internal procedures and systems to identify issues and recommend changes for optimization.
Data Analysis and Reporting:
Collect and analyze data, then prepare reports and dashboards to provide insights for decision-making.
Communication:
Develop and present findings and recommendations through policy and process documents and presentations.
Stakeholder Collaboration:
Work internally within NYCHA and externally with partners and NYCHA residents to gather information and implement solutions.
Policy and Planning:
Assist with the development of new policies and procedures and support long-term planning. Additional Information 1.   • 56058 Minimum Qualifications 1.
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above. Preferred Skills
  • Thorough knowledge of New York City government.
  • Background and experience in housing policy and issues.
  • Experience with program evaluation or applied research.
  • Strong data analysis skills (e.g., Excel, SPSS, R, Stata, or similar tools).
  • Experience with qualitative research methods.
  • Excellent written and verbal communication skills including: translating complex findings into practical recommendations, data storytelling and presentation skills, explaining complex data findings to non-technical stakeholders.
  • Ability to work independently, take initiative, and collaborate effectively with others.
  • Exceptional interpersonal and communications abilities.
  • Demonstrated ability to meet deadlines and manage multiple projects in a timely manner.
  • Experience with Adobe Creative Suite and Microsoft Office applications, including Excel and PowerPoint, required.
  • Experience with AI, GIS, Smartsheets, PowerBI, Tableau, and website design, preferred.
