JOB DUTIES
MyNavy HR Program Management Support Provide day-to-day project management support for MyNavy HR projects, including coordination of initiatives, schedule management and reporting Provide integrated master plans, integrated master schedules, Gantt charts, critical path analysis, plans of action and milestones (POA&Ms), timelines, work breakdown schedules, user reports and communications plans Provide management reports to include required information from applicable management systems/databases, format data for reports/presentations and present reports Identify and promulgate project metrics standards Provide ad hoc briefings and information papers Assist in the development of Standard Operating Procedures (SOPs) for Government activities Program and Policy Analysis Provide manpower and personnel program and policy analysis support Provide MyNavy HR policy analysis in response to CNO, CNP and Assistant DCNO N1 (N1B) tasking Provide supporting Excel, Access and/or other manpower data spreadsheets used to identify manpower/personnel trends and impacts Provide electronic and/or hard copies of completed analysis in support of various issues in both text and briefing slide formats Analyze and conduct academic literature reviews in the areas of talent management and human behavior Analysis and assessment of the Navy's recruiting, manpower, personnel, training, and education strategic initiatives Provide support for organizational strategy development including vision, mission, strategic objectives, and goals Provide support to Flag Officer/SES level on strategic issues Gather information, identify issues, and draft documentation to achieve overall goals for MyNavy HR strategic planning and execution Assess existing organizational initiatives and projects to determine possible synergies with new initiatives Support MyNavy HR in generating innovative approaches to build a comprehensive program to support HR modernization and ensure knowledge transfer of relevant subject matter Lead efforts to obtain and analyze large, complex data sets in support of strategic planning Identify potential conflicting themes and objectives Prepare and present executive level briefings (Power Point, etc.) and reports that communicate the core results of research and supporting documentation/files (Excel, Access, etc.). Provide a report summarizing the findings. Provide strategic communications and engagement support focusing on key issues and delivering appropriate messages to internal and external audiences and stakeholders Conduct analysis of strategic initiatives based on effectiveness towards meeting targets and prepare documentation based on analytical techniques Strategic Management - support and maintain a single strategy for all echelons of the MyNavy HR Enterprise Assist in coordinating developing MyNavy HR plans and strategies Assist in maintaining an effective, efficient, and productive relationship with Navy manpower research entities Liaise between key working level members of the OPNAV staff, MyNavy HR Enterprise, other DOD/DON organizations, corporate entities, and academic institutions Document decisions from meetings, including initial analysis and/or assessment of the impact of new initiatives Visual Communications and Social Media Prepare formal technical drawings, graphics, and illustrations in support of strategy development, operations, and support functions Provide formal format and layout functions for MyNavy HR Enterprise publications Provide creative copywriting support including creating, editing, layout and proofreading Provide scriptwriting support, producing original creative concepts and developing storylines from concept to completed product Administrative Duties Analyze and track action items Prepare issue/point papers and ad hoc reports Draft, analyze, review, integrate and develop milestones and other documentation in accordance with Government, DOD, and Service regulations Evaluate issues related to manpower, personnel, training and education costs, schedules, and performance Provide information to respond to Congressional, DOD, other Government agency, media or industry inquiries and audits for Congressional testimony Facilitate Integrated Production Team, special advisory boards, off-sites, working groups, audit teams, etc. Analyze and prepare program briefs and reports Provide program support for reviews, conferences, off-sites, briefings, and other meetings Duplicate, collate, assemble, and maintain program materials Create/draft and track correspondence, reports, studies, point papers and other documents and tabular data from drafts, edit for spelling, punctuation, and grammar, as well as ensure formats are in compliance with DON standards (Navy Correspondence Manual) Track and analyze actions items (taskers) as they are assigned and assist action officers as necessary in preparing responses. Ensure items are prepared in a timely fashion to meet suspense dates Assist with personnel processing and indoctrination Develop/maintain program records, databases, and other documentation Prepare entries and input, track and monitor data for inclusion in various information systems, for both commercial and agency-specific systems. Perform data extracts, as necessary, for use in reports, graphics, and point papers or for use by analysts and researchers. Maintain filing and management systems
Minimum Quals:
Experience in talent management, strategic planning and policy, as well as an understanding of the role of the Navy in national defense. Shall have a working knowledge / general understanding of Navy officer and enlisted community management or the military manpower requirement process or military talent management. Knowledge about the Planning, Programming, Budgeting and Execution (PPBE) process, 21st Century Sailor initiatives, MyNavy HR transformation efforts and manning the Fleet. Education/Experience Bachelors Degree + 5 years' experience or 8 years of related experience
