Job Description Join Chatham County's Information Technology team as an Application Solutions Engineer and play a key role in supporting and improving the technology systems that power county operations. This position offers the opportunity to work with enterprise applications, database administration, cloud and on-premise systems, automation tools, and cross-departmental technology initiatives. The ideal candidate is a collaborative IT professional with strong technical expertise, problem-solving skills, and a passion for delivering reliable and innovative solutions that enhance services for county staff and the community. Performs advanced technical work providing support and oversight for application implementations throughout Chatham County Government operations. This position administers and troubleshoots all database and server architecture utilized in Chatham County's on-premise or hybrid applications. Additional duties include providing process improvement recommendations & basic end-user support for various Chatham County software/SaaS offerings. The Application Solutions Engineer works with IT network engineering, security, and technical support staff to optimize application use and efficiency across county operations. This position reports to the IT Infrastructure Manager. Essential Functions To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Position functions are subject to change based on departmental needs and external factors including, but not limited to, regulatory requirements. Installs, upgrades, and configures County-supported applications on end-user devices & County servers (Laserfiche, ArcGIS, etc.); Creates and maintains end-user accounts by establishing profiles, assigning rights and permissions, entering users into a database, complying with licenses, etc.; Completes other IT tasks as assigned, including implementation of data backups, configuring County SaaS offerings, application upgrades, etc.; Identifies application-specific business processes to be implemented, analyzed, or improved; Creates and maintains documentation for application maintenance, process configuration(s) and client documentation; Assists management-level IT staff in researching hardware and software solutions to optimize business activities throughout various County departments; Ensures stability and reliability of data access for the organization via ongoing database maintenance; Develops and administers strategies for governing data access resources; Assists in the implementation of data management policies, procedures, and best practices; Professionally represents the Infrastructure team as a technical consultant on third-party projects; Serves as a liaison between County staff and vendors in software installation and testing; Evaluates application projects and recommends architecture that meets client requirements Utilizes scripting for automation of organizational data and application maintenance; Researches, identifies, and evaluates appropriate new products and services within the IT Department; Performs search and extraction of County records to fulfill public information requests; Perform other duties as assigned Minimum Qualifications Bachelor's Degree in computer science or related field and one year of experience working as an IT professional, or an Associate's degree in computer science or related field and three years of experience working as an IT professional. CompTIA Network +, CompTIA Security+, CompTIA Data+, CompTIA DataSys+, CompTIA Cloud+, CompTIA Server+, and SQL Server certifications are preferred. Experience in a government setting is preferred. Knowledge, Skills, and Abilities Thorough knowledge of database administration using Microsoft SQL Server; Comprehensive knowledge of Windows workstation and Server Operating Systems; Thorough knowledge of scripting language(s) such as PowerShell, Python, etc.; General knowledge of data management and optimization practices; General understanding of the administration of enterprise-level applications, including, but not limited to, Microsoft Office 365, Microsoft Azure, Laserfiche, etc.; General knowledge of network infrastructure and application-specific network topology; General knowledge of the configuration, maintenance, and troubleshooting of common technologies, peripherals, and applications; General understanding of mail flow topology to support delivery troubleshooting; General proficiency in user interface design principles and usability standards; Strong knowledge of Microsoft Power Platform (PowerApps, Power Automate, and Dataverse); Strong knowledge of Microsoft's collaboration platforms (SharePoint, OneDrive, and Teams); General knowledge of data modeling methods, flow diagrams, and Data Definition Language (DDL); General knowledge of change management techniques and best practices; Ability to work individually or in a team setting; Ability to multitask and manage various projects; Outstanding written and verbal communication skills; General knowledge of project management methodologies; Ability to establish and maintain effective working relationships with application vendors, county officials, employees, associates, community groups, and the general public. Physical Requirements This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and use of hands and fingers to handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work requires color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
