The IT Procurement Specialist will:
Lead and oversee all Information Technology Division (ITD) contract and procurement activities, ensuring efficient, compliant, and strategically aligned technology acquisitions; Serve as a key member of the ITD Administrative Bureau, providing centralized coordination, collaboration, and communication across divisions, executive agencies, vendors, and stakeholders; Support mission critical IT operations by managing procurement initiatives in accordance with state procurement laws, policies, and industry best practices; Ensure accountability for contract deliverables, customer service standards, operational effectiveness, and alignment with organizational goals and budget priorities; Maintain oversight of procurement workflows, documentation, vendor relationships, and contract performance to optimize technology investments and support agency objectives. How does it get done? The IT Procurement Specialist is responsible for: Processing complex Information Technology (IT) procurement including Invitations for Bid (IFB) and Requests for Proposals (RFP) from initial solicitation through final award; Preparing and reviewing procurement documents such as bid tabulations, evaluation committee reports, contracts, price agreements, amendments, and extensions; Collaborating directly with executive agencies, including the New Mexico Department of Information Technology (NMDoIT), on high-profile and mission critical IT procurement; Processing General Services Agreements (GSA), NASPO cooperative contracts, and sole source procurement while maintaining proactive communication with vendors and stakeholders; Identifying and assigning proper commodity codes to ensure accurate and compliant solicitation categorization; Providing guidance and training to state agencies and local public bodies on Procurement Code compliance, procurement rules, and best practice standards. Who are the customers? Health Care Authority (HCA) and other state agencies Ideal Candidate Health Care Authority (HCA) and other state agencies Minimum Qualification Bachelor's Degree in Business Administration or IT related field and four (4) years' experience with government contracts with an emphasis on IT. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess or obtain Defensive Driving Certificate. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage.
