Summary Under general supervision, the Application Support Analyst maintains and enhances the county's Judicial/Law Enforcement/Jail databases, and application environment for technology infrastructure. Work is performed under the supervision of the Information Technology Director. Serves as project lead on projects and performs other related duties as assigned. This position affects the operation of the department, which may include operations of other Hays County departments. Supports and maintains the county's judicial/law enforcement/jail databases environment, reports, and third-party developed database applications. Performs system tuning, performance monitoring, and database maintenance. Maintains documentation related to support applications and databases. Researches and compiles information from the county's judicial/law enforcement/jail databases in response to open records requests. Executes adult and juvenile records sealing/expunction orders in the county's judicial/law enforcement/jail databases. Assists with yearly State Criminal Alien Assistance Program (SCAAP) reporting. Serves as project lead on projects as assigned. Assists supervisor with client data acquisitions and conversions. Administers user accounts and passwords for Hays County and outside Law Enforcement and Judicial agencies associated with the county's judicial/law enforcement/jail databases. Coordinates training and provides support for county employees and all outside agencies associated with the county's judicial/law enforcement/jail databases. Confidentially removes all expunged cases from each of the county's judicial/law enforcement/jail databases. Serves as a liaison between software vendors and county staff including but not limited to all outside law enforcement and judicial agencies. Prepares and submits required documents for work completed and in progress. Evaluates competitive products for design soundness, failure modes and functionality. Prepares and submits weekly
DPS ACCR
submissions from the county's Judicial/Law Enforcement/Jail databases to corresponding courts. Administers updated DPS offense codes for judicial and law enforcement agencies in the county's judicial/law enforcement/jail databases. Administers updated Justice of the Peace traffic offense codes and fines. Monitors and performs data merges in the county's judicial/law enforcement/jail databases. Interacts with federal, state and local agencies regarding code files and electronic filing. Maintains, collects data and prints current Judicial Legislative traffic/license and weight violation forms. Assesses the effectiveness of the county's software by responding to user comments Maintains utmost confidentiality as to dissemination of information Prepares statistical reports, documentation and graphs Provides a variety of technical support in the use of all county software applications, including relational data bases, word processing, spreadsheets and Internet access. Assumes the responsibility of providing timely appropriate responses to technical comments or problems stating challenges and providing clarification in a courteous and professional manner. Meets with county personnel regarding computer user problems and requests identifying problems and learning specific input and output requirements and current operational procedures. Provides phone and remote support. Performs other duties as assigned. Any equivalent combination of experience and training may be substituted on a year for year basis. Bachelor's Degree in business administration, computer science, accounting, finance, or a closely related field. Five years' experience with client software product in an administrative role, computer science applications including hardware, software, and networking, or a closely related field. Criminal Justice experience preferred. Must qualify and remain qualified for
CJIS/DPS/FBI
security certification. Annual certification of Judicial/Law Enforcement/Jail database administration Annual TLETS 8 hour user and administrative usage certification. Class C Driver's License.
