Active Secret Clearance Required Job Description Cynergy Professional Systems is seeking a highly skilled Systems Engineer to support the IT and Radio Systems mission at Marine Corps Installations West (MCIWEST G-6), Camp Pendleton, CA. This position is responsible for designing, engineering, and implementing solutions essential to Radio Services operations, including E-LMR WRI, Regional Microwave transport networks, environmental control systems, sensors, cameras, and phones. The ideal candidate will bring deep expertise in communications systems engineering — particularly microwave backhaul and LMR infrastructure — and a proven track record of maintaining 99.99%+ system reliability on mission-critical government networks. This role is the technical backbone of the Radio Services program. It demands someone who can architect solutions at the enterprise level, lead cross-functional technical teams, communicate effectively with government clients, and execute hands-on in the field when needed. You will be expected to own technical outcomes end-to-end — from requirements through design, deployment, training, and sustained operations. ResponsibilitiesSystems Engineering & Architecture Design, engineer, and implement IT and communications systems solutions in support of E-LMR WRI, Regional Microwave, and Network Management systems. Develop System Concepts of Operations (ConOps) detailing system utilization, interactions, and processes to guide development and align with mission requirements. Design and document full system architectures — defining hardware, software, RF, and network components — ensuring efficient interaction and mission-ready functionality. Formulate detailed technology specifications in collaboration with project managers and government client stakeholders, translating operational needs into actionable engineering requirements. Conduct research on emerging communications technologies, assess operational impact, quantify benefits and risks, and deliver findings in formats accessible to both technical and executive audiences. Microwave & Network Engineering Lead the design, configuration, optimization, and sustained maintenance of Aviat Eclipse microwave transport systems across multiple installation sites. Perform path analysis, link budgeting, and interference assessments for microwave point-to-point and point-to-multipoint systems. Configure and fine-tune Aviat Provision Element Management System (EMS) for network monitoring, alarm management, and performance reporting. Conduct comprehensive network configuration audits; identify discrepancies, vulnerabilities, and performance gaps and drive resolution. Design and maintain network documentation including as-built drawings, configuration files, IP address lists, and equipment inventories. Monitor microwave network health and performance metrics; proactively identify degradation trends and implement corrective measures before service impact occurs. IT/Communications Systems Leadership Lead the engineering, design, and deployment of integrated IT/communications systems, coordinating hardware, software, RF, and IP layers for reliable end-to-end service delivery. Serve as the senior technical authority for the Radio Services program — providing guidance to technicians, resolving escalated issues, and setting the technical standard for the team. Mentor and develop junior technicians and engineers; identify training gaps and coordinate targeted development plans to elevate team capability. Collaborate with the cybersecurity team to design and implement robust security measures, identify vulnerabilities, and ensure system integrity and confidentiality throughout the system lifecycle. Serve as the liaison with Security and Validation support teams, ensuring all designs and implementations adhere to federal and military law, DoD policy, and applicable guidelines. Lead technical meetings and working groups with government stakeholders; present complex engineering concepts clearly and confidently to both technical and non-technical audiences. Operations & Sustainment Troubleshoot and resolve issues on operational systems — performing root cause analysis and implementing lasting solutions to prevent recurrence and minimize downtime. Develop and maintain comprehensive system operation and maintenance plans, including procedures, protocols, schedules, and contingency strategies. Deliver training to operations and maintenance staff upon implementation of new systems or capabilities, ensuring personnel can operate, troubleshoot, and sustain systems independently. Manage the Radio Services Database, ensuring accurate data storage, retrieval, and optimization to support operational decision-making. Perform analysis, input, and review of data calls from a systems engineering perspective, providing accurate and actionable insights to government stakeholders. Produce periodic status reports, engineering white papers, flowcharts, and statistical data for the Radio Services Manager and government leadership. Location & Travel Position is located at Camp Pendleton, CA. Must be willing to travel throughout West Coast locations (CA & AZ) to support customer initiatives, including MCAS Yuma, MCAGCC Twentynine Palms, MCAS Miramar, and MCLB Barstow. May be required to respond to after-hours requests in a 24x7 environment. Valid driver's license required; must be able to obtain any licenses required to operate forklifts, aerial lifts, or bucket trucks as necessary. Security Clearance Must be a U.S. Citizen. Active Secret Clearance required. Top Secret clearance eligibility preferred. Education Bachelor's degree in Systems Engineering, Electrical Engineering, Computer Science, Telecommunications, or related field; OR a minimum of 10 years of directly relevant hands-on experience in lieu of a degree. Required ExperienceMicrowave Systems (Required) Hands-on proficiency with Aviat Eclipse microwave systems — installation, configuration, optimization, and repair — including familiarity with the Aviat Provision Element Management System for monitoring and management.
Experience with microwave path engineering:
link budget calculations, frequency coordination, antenna alignment, and interference mitigation. Ability to interpret microwave system alarms, performance data, and threshold metrics to proactively manage network health. Experience with Aviat Eclipse advanced features configuration (protection switching, QoS, adaptive modulation, cross-connect management). LMR & Communications Systems (Required) Demonstrated experience in the design, engineering, and implementation of Land Mobile Radio (LMR) systems, including Motorola
P25 OTAR
trunked and conventional communication systems. Experience with E-LMR WRI and/or Regional Microwave backhaul systems supporting MCIWEST or similar DoD installations strongly preferred. Proficiency with Motorola infrastructure including Quantar and
GTR 8000
Repeaters, DIU's, AstroTac Comparators, Key Management Facilities (KMF), Radio Network Controllers, and CentraCom Gold Elite consoles. Proficiency with tactical communications platforms including Thales MBITR/CMBITR and General Dynamics URC-200, URC-300, and
CM-300/350.
Expertise with Key Management Facilities (KMF) and Over-the-Air Rekeying (OTAR) operations, including subscriber management and key management in a secure encrypted network. Networking & Security (Required) Strong working knowledge of IP network architecture — routers, switches, firewalls, VLANs, QoS, and network management tools. Familiarity with cybersecurity principles as applied to communications systems, including experience collaborating with ISSMs and A&A teams on DoD systems. Ability to interpret circuit wiring diagrams, logic/cable schematics, and system specifications to understand complex system interconnections and perform advanced troubleshooting. Systems Engineering Practice (Required) Demonstrated experience developing System ConOps documentation, technical specifications, engineering designs, and architecture drawings for government programs. Experience writing and briefing technical white papers, engineering assessments, and program status reports to government stakeholders. Proficient in Microsoft Office products (Word, Excel, Visio) for documentation and presentation. Leadership & Communication (Required) Proven ability to lead technical teams — setting direction, delegating effectively, and holding team members accountable to quality standards. Strong interpersonal and communication skills; able to interface professionally with government clients, coordinate across contractor teams, and represent the program in formal settings. Experience mentoring junior technicians, identifying skill gaps, and building team capability over time. Ability to work independently with minimal supervision in a fast-paced, operationally driven environment while managing multiple priorities. Additional (Preferred) Experience with video surveillance systems (analog and IP technologies), including NATIA-certified covert installation techniques. Experience with GPS/telematics platforms and asset tracking systems. Familiarity with Reliability Centered Maintenance (RCM) methodology. Physical Requirements Must be physically capable of carrying loads of more than 80 pounds in a pack up to one mile. Must be able to climb towers and work at heights with appropriate certifications. Must fulfill all government-mandated physical requirements for access to installation sites.
