Job Specific Information:
As an IT Technology Architect for Montgomery County Public Schools, you act as the district's lead technical strategist and "translator." Your role is to evaluate and integrate new digital tools, ensuring they create a seamless experience for students and teachers while remaining strictly compliant with state and federal regulatory laws. You will design the "blueprints" for how these systems connect, prioritizing data privacy and security standards—such as FERPA or COPPA—to protect student information. Because you work with a wide range of stakeholders, from engineers to classroom teachers, you must be able to explain these complex technical and legal requirements in clear, everyday language to ensure everyone is moving toward the same goal. Under general direction of the director in the Department of Educational Technology, the IT technology architect designs and implements privacy-by-design principles into all application and system architectures that handle student and staff data. The architect ensures compliance with relevant data privacy regulations, such as FERPA (Family Educational Rights and Privacy Act), COPPA (Children's Online Privacy Protection Act), and other state-specific educational data privacy laws such as Maryland's Student Data Privacy Act (MODPA), throughout the data lifecycle. This includes conducting Data Privacy Impact Assessments (DPIAs) for new educational technologies and providing architectural recommendations to mitigate privacy risks. Conducts assessments and implements best practices (e.g., Application Lifecycle Management (ALM)) for cost optimization. Collaborates with IT security to enforce security and audit controls. Develops and maintains comprehensive architectural documentation, including roadmaps, blueprints for district-wide systems, and design specifications, and ensure capabilities are met. Collaborates with cross-functional teams for technical and functional requirements for architectural designs. Provides expert-level support for enterprise-wide technology applications and platforms. Employs a multi-discipline approach to requirements gathering, solutions engineering, reliability, resiliency, solutions development, research and development integration, test and evaluation, maintainability and analysis across application architectures. Assists with the design, implementation, maintenance, and day-to-day operations of enterprise-wide systems; performs project management as the lead technical expert for a specific program area; and performs related duties, as required or assigned. Prepares and reviews Request for Information (RFI) and Request for Proposal (RFP) responses to identify new technologies. Establishes and maintains vendor relationships and works with contracted personnel. Defines and documents repeatable processes and procedures for transitioning new technologies and integrating new applications into the current infrastructure. Identifies, troubleshoots, researches, and resolves routine issues on varied systems, platforms, and applications to ensure system security, confidentiality compatibility, and functionality according to policies, procedures, and regulations.

Can demonstrate knowledge of standard computer and network operating systems, protocols, and software with advanced proficiency in using standard and ad hoc applications; knowledge of, or ability to quickly learn, educational technology requirements; ability to determine priorities, allocate resources, manage projects, measure and analyze results; and ability to communicate effectively, both orally and in writing. Ability to leverage software development and industry standard solutions to automate tasks required. Understands the relationships between components within the solution as well as with non-solution components. Demonstrated proficiency in designing and implementing comprehensive frameworks and processes (e.g., ALM), ideally within an organization with diverse user groups. Experience mapping system requirements to architecture and conducting configuration management of system configurations. Proficient with the development of technical specifications, interface control documents, integration plans and schedules, inter-services support agreements, system behavior diagrams, sequence diagrams, and network diagrams. Strong understanding of software development methodologies (Agile, DevOps) and extensive experience with ALM various tools and platforms. In-depth knowledge of governance frameworks and best practices (e.g., TOGAF, ITIL), with a proven ability to coordinate with a wide range of stakeholders, including non-technical users. Knowledge in data privacy principles and regulations specific to education (e.g., FERPA, COPPA, CIPA) and experience with privacy-enhancing technologies (PETs) and secure coding practices. Proficient in designing secure and scalable cloud-based architectures (e.g., Azure, Google Tools and Solutions for Education), with a solid understanding of network security, identity and access management, and data encryption techniques. Ability to write custom reports for various education tools. Excellent analytical, problem-solving, and communication skills, with the ability to work both independently and collaboratively in a dynamic educational environment.

Education Training Experience:
Bachelor's degree in Computer Science, Information Technology, Engineering, or a related technology field. A minimum of six years of experience in technology, with at least three years in an architectural role focusing on enterprise-level systems, is required. Experience managing technology upgrades and maintenance; implementing and monitoring the applications; responding to issues in a timely manner; preventing client impacts; maintaining and documenting versioning controls and performance degradation. Experience in working with enterprise legacy systems and cloud platforms. Experience with managing a mixture of legacy code and modern technology. Experience in working with remote contracting teams. Experience in creating workflow diagrams and gathering business functional and technical requirements. Experience writing and maintaining scripts for infrastructure automation. Proficient in OTBI, PowerBI Python, and/or SQL preferred. Other combinations of applicable education, training, and experience, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
Certificate License:
Network+, Security+, Microsoft Solutions Architect, and/or Google Architect preferred.�
