The primary purpose of the
INFORMATION SECURITY
SPECIALIST, GS-0080-12, is to serve as the Wing Chief of Informion Protection Air Nional Guard facilities. Accountable for achieving program goals and objectives across multiple functions and disciplines and providing a focused, seamless, and supportive environment for protecting informion in order to conduct effective air, space and cyberspace operions. Chairs the Wing Security Advisory Group (WSAG) or facsimile and directs activities of its diverse membership to develop risk assessments and analyses. Advises the Commander on risk assessments and recommends risk avoidance/mitigion. Makes informion protection risk assessments and risk management/mitigion stregies/recommendions based on intelligence-derived thre issues th may require deviions from or synthesis of policies. Collects, assembles, analyzes, and assesses background, da and other intelligence informion. Develops processes, methods, and recommendions to defe intelligence ghering or risk exposure of informion and ultimely prevent the compromise, loss, unauthorized access/disclosure, destruction, distortion or non-accessibility of informion. Regule access to sensitive informion, controlled unclassified informion and classified informion produced by, entrusted to or under the control of the United Stes Government. Oversees the development of recurring educion and training for Top Secret Control Officers (TSCO) and Original Classificion Authorities (OCA). Formules and manages supplemental security educion and training courses, meetings, and aids to assure maximum effectiveness of the programs. Presents security merial and distributes pertinent security informion semiannual Security Managers and Contractor Facility Security Managers meetings. Provides technical advice, training, and assistance to commanders, directores, and security managers regarding all aspects of Informion Security and the convergent effect on industrial security and personnel security. Provides advice, assistance, and training on Informion Security mters to all wing security specialists supporting other programs and organizions. Directs the overarching focus and direction of the organizion. Provides broad directions for work by articuling goals or financial constraints of higher level management or headquarters. Explains performance expections to subordines and provides regular feedback on strengths and weaknesses. Appraises performance of employees red. Approves leave. Applies EEO principles and requirements to all personnel management actions and decisions. Researches, evalues, prepares, and dissemines replies to policy questions relive to all assigned programs. Analyzes major problems, mission vulnerabilities, security impacts to mission assurance, and convergence difficulties involving one or more security disciplines as directed or self-identified and provides cost effective, efficient, and productive solutions to ensure mission success. Analyzes complex informion security problems, mission vulnerabilities, security impacts to mission assurance, and convergence difficulties involving multiple security disciplines and other functional areas and provides cost effective, efficient, and productive solutions to ensure mission success. Analyzes weaknesses identified during ISPRs, and higher headquarters inspections of systemic security problems in order to modify and apply recommended solutions. Reviews, analyzes, and briefs on the results of preliminary inquiries and formal investigions resulting from security violions/incidents. The position resides within the infrastructure and support functions of the ste Nional Guard; the incumbent is not subject to mobilizion, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrive role th is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organizion, or similar military position, is mobilized to perform continuing post-mobilizion functions; or the position requires a skill or competency th necessites technical expertise or professional qualificions th cannot be readily found in the military structure of the ste military force. Must have least one year of specialized experience, equivalent to least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the prive sector, but must demonstre th it is comparable to the GS grade indiced. Specialized experience may have been demonstred by: Experience formuling wing program goals, plans, policy implemention guidelines, procedures, and work plans dealing with the development and operion of wing-wide informion security programs and activities; Experience providing technical and administrive direction to subordine wing informion security personnel; Experience interpreting federal regulions for informion security processes as they apply and are implemented within the Wing; Experience overseeing, directing, monitoring, and conducting regulory and non-regulory security surveys and Informion Security Program Reviews (ISPRs) to monitor and enforce implemention and oversight of DoD Informion, Personnel, and Industrial Security Programs.
