The City of Oakland is recruiting to fill a Data Analyst (Selective Certification - Housing and Homelessness Reporting) vacancy in the Office of Homelessness Solutions within the City Administrator's Office. This selectively certified Data Analyst role will focus on analyzing homelessness data, housing system performance, and policy outcomes to help inform strategic decision-making across Oakland's homelessness response system. The position will conduct qualitative and quantitative research on homelessness interventions within and outside of Oakland, monitor and analyze City and County data from the Homeless Management Information System, and translate findings into actionable recommendations that support policy development, operational improvements, and resource allocation. This role will also help ensure compliance with local, state, and federal homelessness funding requirements and support implementation, monitoring, and refinement of Oakland's homelessness and housing strategy. The Office of Homelessness Solutions offers a unique opportunity to make meaningful impact on the lives of Oakland residents and the broader community. The Office leads and coordinates homelessness policy, strategy, and program implementation across City departments, Alameda County partners, and community-based organizations, with a commitment to making homelessness in Oakland rare, brief, and one-time—particularly for communities disproportionately impacted by racial disparities. We are looking for someone who is: Knowledgeable about homelessness and housing systems, including any experience working with Homeless Management Information System data, understanding U.S. Department of Housing and Urban Development reporting requirements, and familiarity with Continuum of Care structures and regional homelessness response systems- or similar data systems. Skilled in qualitative and quantitative research, including analyzing programmatic deliverables and program outcomes. Experienced in data visualization and communication, with the ability to create clear dashboards, reports, and presentations using Microsoft Excel, Microsoft Power BI, Tableau, or similar platforms. Knowledgeable about operational response systems, including outreach engagement, encampment trends, resolution metrics, shelter pathway performance, and system inflow / outflow analysis. Experienced in program evaluation and performance measurement, with the ability to assess program effectiveness and identify opportunities for continuous improvement. Able to connect data to action—translating analysis into policy recommendations, operational insights, and strategic guidance that improve homelessness system performance. What you will typically be responsible for: Analyzing, interpreting, and clearly explaining complex housing and homelessness data. Monitoring and analyzing data from the homelessness HMIS system at county, City, and program levels. Creating reports, dashboards, and data visualizations to inform decision-making, identify trends, and monitor performance measures. Developing and implementing program performance measures aligned with HUD and state performance standards. Extracting, cleaning, and manipulating data from various systems to build data models, reproducible analyses, and automated data infrastructures. Investigating and identifying data quality issues within HMIS and related systems. Conducting research on homelessness trends, best practices, policies, and comparable programs. Preparing memos, reports, and presentations for senior leadership, elected officials, and external stakeholders. Providing transparent, accountable documentation of data analyses and processing. Collaborating across City teams and community stakeholder groups that have diverse backgrounds and experiences. The restricted list will be for full-time, permanent part-time, or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process. Selective Certification (Housing and Homelessness Reporting): This recruitment is being announced in accordance with Section 5.03 of the Civil Service Rules. The eligible list generated from this announcement will only be used to fill Data Analyst positions specialized in Housing and Homelessness Reporting , including full-time and permanent part-time positions, if applicable, and may be used to fill future vacancies with the same Selective Certification.
Education:
A Bachelor's degree in data science, information systems/technology, computer science, operations research, business administration, public administration, public policy, public health, urban planning, economics, finance, statistics, behavioral science or a closely related field. A Master's degree in public policy, public health, or a closely related field is desirable.
Experience:
Two (2) years of professional experience performing data analysis and interpretation, data/metrics reporting, and process improvement in one of the following fields: public health, public policy, housing, affordable housing, homelessness, or a closely related field. Must also have experience analyzing Homeless Management Information System (HMIS) data, and knowledge of HMIS variables, uses, and data quality considerations. Experience in an academic, data administration, or business data analytics environment is desirable, but public sector experience is preferred. License or Certificate /
Other Requirements:
Possession of a data analytics certification is desirable. Possession of a valid California Driver's License. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Desired Qualifications:
Experience integrating and analyzing data across multiple systems beyond Homeless Management Information System (HMIS), such as, ESRI/GIS, City Works (OAK 311 data), Point-In-Time Count, U.S. Census, or similar sources. Ability to work with a wide range of entities and people, including government agencies, service providers, community-based organizations, and members of the public. Experience with program evaluation, policy analysis, and/or research in the fields of: public health, public policy, homelessness, and/or affordable housing. Experience communicating about data, research, and policy in memos or reports, and with PowerPoint presentations. Masters' degree or equivalent in the field of public policy, urban planning, or public health. Lived experience or direct professional experience working with people experiencing homelessness.
