$42.55/hr Role Overview The Staff Analyst is a paraprofessional classification that provides technical, administrative, and analytical support to District units, divisions, or programs. The role serves as a bridge between administrative support staff and higher-level professional analysts, applying procedural, programmatic, and compliance knowledge to support operations, data management, research, and coordination across internal and external stakeholders. Key Responsibilities Perform technical and procedural support for assigned programs, divisions, or projects. Research, compile, organize, and summarize data from internal and external sources; identify trends and discrepancies and prepare preliminary findings. Develop, prepare, and process technical and administrative documents such as reports, agreements, invoices, grant materials, and correspondence. Organize, maintain, and audit databases, records, and document repositories; ensure data quality and records retention compliance. Upload, index, and manage documents within an Enterprise Content Management (ECM) system; support integration with Geographic Information Systems (GIS) Assist with asset-related research (e.g., land rights, land obligations, bridges, culverts) to support asset management and operational planning. Ensure compliance with applicable federal, state, and local laws, regulations, and District policies. Assist with budget development and monitoring, including financial tracking, labor hours, invoices, and account reconciliation. Serve as a liaison to District staff, external agencies, and the public; respond to inquiries and resolve routine issues. Perform meeting coordination duties such as agenda preparation, minute-taking, and follow-up actions.Required Experience Required:
Three (3) years of experience performing a variety of administrative support and technical duties, preferably within a public-sector or regulated environment. Experience conducting research, compiling data, preparing reports, and handling technical documentationPreferred:
Experience supporting land management, real estate services, watershed planning, or asset management functions. Familiarity with Enterprise Content Management (ECM) systems and document digitization/indexing practices. Exposure to Geographic Information Systems (GIS), such as ArcGIS, and integration of spatial data with document management systems. Public-sector or special-district experience involving compliance, budgeting, or interdepartmental coordination. Required Skills Technical Skills Research and data analysis techniques; statistical and qualitative data review. Records and database management, including data entry, auditing, reporting, and retention practices. Enterprise Content Management (ECM) systems and digital document indexing. GIS software familiarity (e.g., ArcGIS). Financial and budget tracking tools; basic accounting and spreadsheet development. Proficiency with standard desktop applications (word processing, spreadsheets, databases, and presentation tools).Soft Skills:
Strong written and verbal communication skills, including report and correspondence preparation. Ability to organize work, prioritize multiple tasks, and meet established deadlines. Analytical thinking with attention to accuracy, detail, and regulatory compliance. Effective interpersonal skills to establish and maintain working relationships with staff, agencies, and the public. Adaptability and willingness to learn District operations, policies, and systems. Education /Certifications Required:
Equivalent to an Associate's degree from an accredited college or university in business administration or a related field.Substitution:
Directly related experience may substitute for education at a ratio of 1.5 years of experience for one year of education (up to two years).
