About WSDOT The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. The Opportunity WSDOT is seeking a skilled and detail-oriented Transportation Planning Specialist 4 to support the Transportation Data, GIS, and Modeling Office through the maintenance, reporting, and management of the statewide Distance Measuring Instrument (DMI), GIS-based state route Linear Referencing Systems (LRS), and Roadway Characteristics Inventory (RCI) data. These systems and datasets support critical agency functions including safety analysis, project development and delivery, maintenance, and transportation planning across the state. The top candidate will possess strong analytical and technical skills, experience working with GIS and transportation data systems, attention to detail, problem-solving abilities, and the ability to collaborate effectively with diverse stakeholders. What to Expect Among the varied range of responsibilities held within this role, the State Route Data Steward will: Manage Roadway Characteristics Inventory and LRS data stewardship business activities. Oversee and support business processes to deliver tabular and spatial data, analysis, and reporting services to internal and external customers. Provide monthly data updates on production; respond to inquiries about data products and reports. Determine and practice the most appropriate methodologies and techniques for the collection and creation of roadway data. Create and update data for the State Route LRS and Roadway Characteristics Inventory. Validate and perform quality control/quality assurance on data prior to updates to data system, confirming that the data is as accurate and complete as possible. Ensure that data meets federal, state, and other requirements, especially Highway Performance Monitoring System (HPMS) and Model Inventory of Roadway Elements (MIRE). Create and maintain technical documentation on data creation, collection, and update processes; ensure that metadata is up to date, complete, and accurate for every data product. Work with the Technology Services Division to resolve data management issues related to LRS, Roadway Characteristics Inventory data, and Roadway Data Mart data/resources. Assess staff workloads and assign data updates by using internal tracking tools, including ArcGIS Workflow Manager, ArcGIS Dashboards, and other tools. Qualifications To be considered for this opportunity, the following competencies are required :
Construction Document Interpretation:
Demonstrated proficiency interpreting and extracting data from roadway-related engineering, surveying, or construction plans and technical documents.
Data Management & Analysis:
Demonstrated proficiency creating, maintaining, and analyzing large-scale and complex datasets for enterprise-wide use.
Technical Communication & Facilitation:
Skilled at conducting meetings, presenting technical information, and serving as a subject matter expert in collaborative group settings.
Technical Documentation:
Demonstrated ability to create and maintain technical documentation for data and data processing activities.
Organizational Collaboration:
Demonstrated ability to effectively work within a large government agency or similarly complex organization.
Growth Mindset:
Actively demonstrates a commitment to learning and growth.
Service-Oriented:
Takes action to meet the needs of others. It is preferred that qualified candidates also demonstrate:
GIS and Transportation Systems:
Working knowledge of Esri Roads and Highways and familiarity with Esri software, including ArcGIS Pro and ArcGIS Online.
Database and Data Visualization Tools:
Working knowledge of relational database systems and Microsoft Power BI.
Data Automation and Scripting:
Working knowledge of Safe Software's FME. Proficiency automating data production, QA/QC, and other data processes using Python scripts.
