Job Description

Diné Source is seeking a Senior Oracle Data Modeler / Data Architect to support a large-scale federal modernization initiative for the Defense Finance and Accounting Service (DFAS). This role will be responsible for designing and governing enterprise data models, supporting legacy system consolidation, and ensuring the integrity, security, and scalability of a modern Oracle-based data architecture. The ideal candidate will possess extensive experience in conceptual, logical, and physical data modeling, Oracle database design, data migration, and enterprise data architecture within highly regulated environments.
Responsibilities:
Design and maintain conceptual, logical, and physical data models supporting enterprise-wide modernization initiatives. Develop and govern enterprise canonical data models used to consolidate multiple legacy systems into a unified Oracle platform. Design highly normalized (3NF) Oracle database structures that support scalability, performance, maintainability, and data integrity. Create and maintain Entity Relationship Diagrams (ERDs), data dictionaries, metadata repositories, and architecture documentation. Define primary keys, foreign keys, surrogate key strategies, reference data structures, and enterprise naming standards. Collaborate with business analysts, application architects, developers, and database administrators to translate business requirements into data models. Develop source-to-target mappings and support ETL/ELT design activities for legacy system migrations. Perform data analysis, data profiling, data quality assessments, and reconciliation activities. Support implementation of Master Data Management (MDM), data lineage, and governance practices. Ensure database designs align with federal security, auditability, and compliance requirements. Participate in architecture reviews, design sessions, and modernization planning activities. Support implementation of Oracle security architecture including Oracle Label Security (OLS), Oracle Database Vault (DV), and related controls. Perform other related duties as assigned.
Qualifications:
U.S. Citizen with ability to obtain and maintain Public Trust clearance. Bachelor's degree in Computer Science, Information Systems, Engineering, or related field. 10+ years of experience in Data Modeling, Data Architecture, or Database Design.
Strong experience designing:
Conceptual Data Models Logical Data Models Physical Data Models Extensive experience with Oracle Database environments.
Strong understanding of:
Relational database design Third Normal Form (3NF) Referential integrity Data governance Data lineage Metadata management Experience supporting large-scale data migration and legacy system modernization initiatives. Experience developing source-to-target mappings and supporting ETL/ELT processes. Strong SQL skills and working knowledge of PL/SQL. Experience with data modeling tools such as: Oracle SQL Developer Data Modeler ERwin ER/Studio Sparx Enterprise Architect Excellent written and verbal communication skills. Preferred Qualifications Experience supporting DoD, DFAS, or other Federal Government modernization programs. Experience designing enterprise Oracle architectures. Experience with Oracle Label Security (OLS), Oracle Database Vault (DV), and Transparent Data Encryption (TDE). Experience supporting cloud-hosted Oracle environments (Azure, OCI, AWS, or similar). Knowledge of SFIS, SLOA, financial management, payroll, retirement, or annuitant systems. Familiarity with Zero Trust Architecture principles and DoD IL5 environments. Oracle certification(s) preferred.
