This office is responsible for New York State's education data collection, management, and reporting process, including implementing and monitoring the Department's data collection schedule and reporting calendar for federal and State reporting for P-12 and higher education data in New York State. Duties of this position include, but are not limited to, the following:
- Provide strategic leadership for the Department's education data collection, management, and reporting functions, ensuring high?quality, timely, and accurate data to support instructional improvement and data?driven decision?making;
- Develop and recommend Department?wide policies related to accountability, research, data analyses, and reporting for consideration by senior executive leadership, the Commissioner, and the Board of Regents;
- Direct the planning, development, and dissemination of reports to the Board of Regents and the public, including analyses of student achievement trends, accountability outcomes, and data?informed policy initiatives;
- Provide overall strategic and management oversight for the collection, evaluation and implementation of all educational data, including the data management work of other offices that have programmatic responsibility for education data reporting;
- Ensure alignment of data collection, management, and reporting practices with Board of Regents priorities and Department's educational policies and business rules;
- Lead P-20 data initiatives by coordinating cross?office collaborations, establishing data definitions and standards, managing annual reporting calendars, and supervising senior staff responsible for data functions;
- Collaborate with other state agencies to advance shared priorities and support interagency data initiatives;
- Partner with the SED Data Governance Board to ensure the responsible use, protection, and dissemination of education data;
- Direct and oversee the work of project managers, contractors, and vendors engaged in data system development, modernization, or reporting services;
- Establish and maintain systems to clearly communicate data policies, standards, and practices to internal and external stakeholders;
- Convene and lead statewide advisory groups to promote consistency, accuracy, and timeliness in education data collection and reporting;
- Represent the Department in national forums related to accountability, education research, and data policy; and
- Oversee statewide technical assistance, training, and customer support services to facilitate effective use of education data by stakeholders.
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of theNY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired underNY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in aNY HELPS
title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS

- Candidates must have a bachelor's degree and seven years of progressively responsible professional experience involving comprehensive data management, qualitative or quantitative research, data analysis, data collection, data reporting, and/or development of data systems. Three of the seven years of experience must have been in the collection, reporting and/or analysis of educational data. Four of the seven years of experience must have been in a management capacity, which included at least one year of policy development or strategic planning experience.Substitution:
A master's degree in education may be substituted for two years of general experience. A degree in Project Management or certification from the Project Management Institute as a Project Management Professional may be substituted for two years of general experience. A PhD in Education may be substituted for three years of general experience.COMPETITIVE MINIMUM QUALIFICATIONS

This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. - Significant leadership experience (7-10+ years) in education data management, accountability, research, or large?scale information systems, preferably in a state education agency or comparable public sector environment;
- Demonstrated ability overseeing enterprise?level or statewide data systems, including collection, validation, analyses, and public reporting;
- Experience leading cross?functional teams that include program offices, IT staff, legal/privacy partners, and external vendors;
- Knowledge of federal and state education data requirements, including reporting, accountability, and compliance contexts;
- Knowledge of student data privacy, security, and confidentiality requirements, including FERPA and applicable state laws.
CONDITIONS OF EMPLOYMENT
This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of experience and education will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position leads to a maximum salary of $178,874 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
