Job DescriptionSOS International LLC (SOSi) is seeking a Data Collection Manager to work with a business unit providing open source and commercially available data and analysis to U.S. government and other customers.
Essential Job Duties:
Responsible for the lifecycle of our data from requirements, through collection, processing, hosting, to delivery and final disposition.

Build and maintain the full internal catalog of Exovera's data, to include digital and hard copy holdings from traditional mass media, the internet, specialized journals, studies, conference proceedings, geospatial information, and more.

Provide input on data holdings for Business Development or external data catalog listings.

Responsible for internal and external project management for data delivery contracts not related to exoINSIGHT or tied with an analytic services contract.

Manage conversion of hard copy journal processing from to a digital library.

Manage Exovera Collection Strategy - Research and acquire publicly available information in response to intelligence gaps, to include identification of unique data that can be acquired from adversary countries; Work closely with analytical cadres to drive integrated information gathering on a strategic topic, regional, or cross-regional need; Identify relevant sources for data Collection; maintain a data catalog.

Work closely with Product Manager, engineers and developers to assist with data ingestion, cleaning and diagnostics, and tracking.

Manage financial or personnel resources associated with Collection, including contracts.

Help develop, acquire, evaluate and/or implement Collection tools and methodologies.

Help develop source description and evaluation, metadata schema or other information discoverability processes.
QualificationsMinimum Requirements:
Degree/Experience:
Bachelor's degree in one of the following with emphasis:

Area StudiesData ManagementForeign Language/Linguistics (or a related field)Geography/GISInternational StudiesLibrary/Information ScienceMedia StudiesPolitical StudiesAt least a 3.0 GPA on a 4-point scale is preferred, but exceptions are made for extenuating circumstancesCritical thinking and research skillsStrong verbal and written communications skillsAbility to work within an ambiguous, evolving digital environment as a member of a collaborative teamAt least five (5) years' experience (including academic studies) in at least one of the following:

Data ManagementInformation management/information science/librarianshipManagement of financial or personnel resourcesManagement of language programParticipation in the development and/or implementation of Human Language Technologies or other Collection technologiesArchivingResearch LibrarianIntel productionExperience managing intelligence or information requirements from multiple internal and external customers.

Familiarity with the issues posed by processing documents and data in foreign languages.

Experience operating and improving databases for cataloging diverse data typesEligible for a US security clearancePreferred QualificationsProficiency and demonstrated professional use of a foreign language, especially Chinese or RussianProject management, HUMINT or SIGINT collection management, open source or all source analysis, database building, or sales experienceExperience managing complex projectsTop Secret security clearanceAdditional InformationWork EnvironmentIn-person work in Vienna, VA and Reston, VA locationsNormal office conditions/environment Working at SOSiAll interested individuals will receive consideration and will not be discriminated against for any reason.
