The Division of Forensic Sciences (DFS) operates the Wisconsin State Crime Laboratories (WSCL). DFS employs forensic scientists, technicians, evidence specialists, and crime scene response professionals and offers scientific testing and impartial forensic analysis of evidence in criminal cases for every community in Wisconsin. DFS crime laboratories—located in Madison, Milwaukee, and Wausau—are the only full-service forensic science laboratories in Wisconsin. Position Summary This position will serve as the Division of Forensic Sciences (DFS) Information Systems and Biometrics (ISB) Program Manager and is responsible for the formulation, determination, and implementation of management policy as it relates to high-level projects regarding all elements of biometrics identification and information systems with a statewide impact within DFS. The operations of DFS are highly complex, aiding all law enforcement agencies and attorneys across the state with providing scientific technical assistance in various fields of forensic science through investigations and court testimonies, as well as administering formula grant programs for forensic science partners across the state. This position will be headquartered at either: The Madison Crime Laboratory, located at 4626 University Avenue, in the award-winning city of Madison or The Milwaukee Crime Laboratory currently located at 1578 S. 11th Street in Milwaukee (The State of Wisconsin and Milwaukee County are partnering up to create a new state-of-the-art facility that will house the Milwaukee Crime Laboratory Bureau. The facility will open in Spring 2026!). The headquartered location will be set at the time the position is filled. Salary Information The ISB Program Manager (Justice Program Chief) position is in pay schedule 81 and pay range 02. The starting salary for this position will be between $50.00/hour ($104,000/year) and $53.41/hour ($111, 092/year) depending upon experience and qualifications, plus excellent benefits. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan effective at the time of hire. A 2-year Career Executive trial period is required. Job Details The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. Qualifications Minimally qualified applicants must also have experience in the following: Leading a team of professional staff that includes the following responsibilities: recruitment and hiring, goal setting, training, staff development, disciplinary actions, assigning and reviewing work, conducting performance reviews, and related supervisory responsibilities. Overseeing strategic planning efforts, including serving as the project manager or principal sponsor and experience developing guidelines, processes, rules and requirements for application redesign and improvements. Experience managing finances and grants, and interpreting state and federal laws and administrative rules related to grants management. Working in an ISO accredited environment. In addition to the minimum qualifications, a well-qualified applicant will also have professional experience in any of the following: Presenting complex or technical information in a variety of formats (e.g., verbal briefings, presentations, trainings, written reports, visualizations, or research briefs) to both technical and non-technical audiences and key decision makers (e.g., elected officials, executive team, division administrator, or committees). Experience with the interpretation and application of policies and procedures in a controlled public safety environment, with a focus on information systems. Experience in managing federal grants. Working in a forensic laboratory setting and/or an
ISO 17025
