Job Description

General Description of Position Under general supervision, the Mapper is responsible to produce accurate ownership maps and maintain the GIS base map and data layers. This responsibility includes accurately updating the tax roll to reflect ownership and taxing authority information. The Mapper position requires a broad understanding of GIS and Mapping concepts, as well as a superior understanding of reading and interpreting legal descriptions. Salary commensurate with experience. Essential Duties and Responsibilities 1. This position must demonstrate advanced proficiency and competency of all Deed Analyst Level II essential duties and responsibilities. 2. Delivers friendly, reliable, and accurate information while assisting customers regarding services and programs offered by the Polk County Property Appraiser and other elected official / governmental offices including (but not limited to) the following: Exemption eligibility, TRIM Notices, Split and Combine forms, Survey Control Sheets, and all data, forms and documents available on the PCPA website or received by the office. 3. Answer questions and provide specific information to the public or to staff members regarding assessment maps, subdivision number assignments, parcel numbers, surveys, boundaries, easements, property ownership, roads, or similar geographic matters. 4. Responds promptly to client needs; solicits client feedback to improve service; and responds to requests for service and assistance in a timely manner. 5. Ability to research, compile, analyze data, and interpret documents from a variety of sources; such as survey maps or legal descriptions to verify property lines and aid in the preparation and maintenance of property ownership maps and GIS data layers. 6. Prepare parcel maps to accurately represent all parcels, subdivisions, and tax districts by researching existing property information in order to describe property boundaries in accordance with Florida Statutes, Department of Revenue (DOR) mapping guidelines, and documented procedures, guidelines and policies. 7. Compile and prepare data on property ownership transfers, parcel splits, and combines; enter ownership and property description information into CAMA system; assign parcel identification number to parcels; and identify tax district codes. 8. Redraw, revise, or correct maps as needed to reflect updated survey data, or any additional information provided by governmental agencies or the public. 9. Ensure all data gathered and submitted for Computer Assisted Mass Appraisal (CAMA) data entry meets production, accuracy and uniformity standards necessary to ensure accurate assessment. 10. Creation of new subdivisions which includes all necessary research of property descriptions and plat / survey notes; assigning subdivision and parcel numbers; using GIS software to draw polygon boundaries, GPS points, and annotation; and final creation of parcels in the CAMA system. 11. Identify, research, and resolve anomalies in property descriptions including non-closures and overlaps; notifying owner of deficiencies in property descriptions; refer issues to title or survey experts as appropriate. 12. Assist with or complete the following GIS / Mapping functions and processes as assigned: Special Order Map Requests, Tax Roll Cut-Outs, Non-Ad Valorem Assessments and Reporting, DOR GIS, and Railroad data submissions, Annexations and other taxing boundary changes, Tax Deed Inquiries, Mapping Data Edits, TRIM Notice review, and testing of CAMA and GIS enhancements and new releases. 13. Quality control of map changes and departmental work to ensure accuracy of all map layers, CAMA changes, and departmental forms and documents; identifying and marking errors that require correction in accordance with documented procedures, guidelines and policies. 14. Begin introductory GIS tasks including; understanding basic GIS concepts, taking online ESRI courses, discovering patterns and trends through spatial mapping of data, and analyzing spatial data with GIS software. 15. Ability to complete complex research and verify the accuracy of existing and new GIS data from a variety of internal and external sources. 16. Understands how to convert data from non-digital sources such as maps and other documents into GIS data layers and/or other digital formats. 17. Ability to design, render, and produce visually attractive, large format maps and other visual aids using GIS software techniques and tools by identifying and compiling CAMA and GIS data information in response to in-house requests including appraisal, website, and presentation maps. 18. Compile and prepare necessary GIS data to comply with Public Records and other data requests in accordance with mapping guidelines and state regulations. 19. Maintain existing and create new GIS data layers as needed including the following: AG Citrus layers, appraisal areas, market stratums, and other data layers needed for assessment purposes. 20. Assists in training of co-workers as needed in duties outlined above under the guidance of the supervisor. 21. Maintains the confidentiality of personal identifying and location information including: names, physical, mailing, and street addresses, parcel ID, legal property description, neighborhood name, lot number, GPS coordinates, or any other descriptive property information that may reveal identity or home address pertaining to parcels owned by individuals that have received exempt / confidential status. 22. Performs other duties as assigned including (but not limited to) the following: map and file maintenance, records research, and providing GIS support during emergency operations. In addition, the deputy must participate in departmental meetings, cross-training, educational courses, seminars, and job-sharing / job duty organizational efforts as directed. 23. Position requires driving and/or securing transportation to worksite, offsite training, and other required work-related locations.

Education and/or Work Experience A typical way to obtain the knowledge and abilities would be:
Education:
High School Diploma or GED
  • AND•
Experience:
Level I
  • Two or more years full-time GIS, geography, planning, mapping, deed, title, supervisory, or programming experience. Level II and III
  • Four or more year's full-time GIS, geography, planning, mapping, deed, title, supervisory, or programming experience.
