PUGET SOUND REGIONAL FIRE AUTHORITY EMPLOYMENT OPPORTUNITY
Position:
GIS Analyst Rate of Pay:
$3,077.12 - $4,123.65 semi-monthly ($80,005 - $107,215 annually). This position is non-exempt and therefore eligible for overtime.
Position Summary:
Under the direction of the Deputy Chief of Strategic Planning, the GIS Analyst supports the administration and operation of Puget Sound Fire's enterprise geographic information system (GIS) program. This position assists in translating operational and business requirements into accurate, timely, and well-documented GIS data products and applications. The GIS Analyst contributes to the maintenance of GIS datasets, workflows, and applications and ensures that GIS services support emergency response, planning, and business decision making. Puget Sound Fire Overview:
Puget Sound Regional Fire Authority is an internationally accredited full-service, all risk fire and rescue department that provides services to the citizens of Covington, Kent, Maple Valley, SeaTac, Tukwila, and Fire Districts 37 & 43. Our workforce is comprised of approximately 475 employees.
Work Location:
Your main office will be at the 84 th Avenue Business Center, located at 20811 84 th Ave. S. in Kent, WA. Throughout the course of your work, you may report to various stations throughout our service area.
Typical Schedule:
Day shift; 10hrs/day, four days/week, or 8hrs/day, five days/week. After a training period, we may allow a HYBRID remote schedule, with a maximum of two days per week remote, but you will be required to report to work in-office at our Kent, WA location for the remainder of your work week, no exceptions.

GENERAL PURPOSE :
Under the direction of the Deputy Chief of Strategic Planning, the GIS Analyst supports the administration and operation of Puget Sound Fire's enterprise geographic information system (GIS) program. This position assists in translating operational and business requirements into accurate, timely, and well-documented GIS data products and applications. The GIS Analyst contributes to the maintenance of GIS datasets, workflows, and applications and ensures that GIS services support emergency response, planning, and business decision making. This is the entry/journey-level classification in the GIS Analyst series. Incumbents perform professional GIS work under established standards and technical guidance. Work assignments are limited in scope and complexity and are carried out within existing enterprise GIS frameworks, policies, and governance practices. Positions at this level support and implement GIS solutions but do not design or administer the overall GIS program. Work is performed within established standards and procedures and requires the ability to manage assigned priorities in a fast-paced public safety environment while developing professional GIS and analytical skills.
ESSENTIAL FUNCTIONS
: Support the administration of the organization's GIS environment, including software tools, user access, and established workflows. Perform assigned GIS tasks and projects based on priorities set by senior GIS staff and leadership. Maintain GIS datasets through regular updates, validation, metadata entry, and quality control procedures. Assist with data integration and data preparation tasks between GIS and internal and external data systems. Develop and update standardized map products, templates, and web applications under established guidelines. Perform spatial analysis to support emergency response planning, routing, coverage analysis, and resource deployment. Build and maintain ArcGIS Online services and applications using Experience Builder, Field Maps, Survey123, StoryMaps, and related Esri tools under supervision. Ensure GIS products are current, accurate, and usable for operational and business purposes. Participate in cross-divisional GIS projects with defined scope, timelines, and expected outcomes. Produce clear and understandable map and data products for technical and non-technical audiences. Create and maintain documentation for GIS data sources, workflows, and applications as directed. Follow established GIS policies, procedures, and data governance practices. Use scripting and database tools such as Python and SQL to assist with automating routine GIS and data management tasks. Coordinate with internal departments and partner agencies on GIS data and mapping needs as assigned. Provide user support and guidance regarding GIS tools and map products. Operate effectively in a team-based environment that requires adaptability and responsiveness to changing operational demands. Participate in training and professional development to expand GIS knowledge and technical capability. Other duties as assigned.
SUCCESSFUL INCUMBENTS FOR THE POSITION WILL HAVE
:
Knowledge of:
GIS concepts, spatial databases, and data lifecycle principles. Esri ArcGIS Pro, ArcGIS Online, and related platform services. Basic spatial analysis techniques, including routing and network analysis. Data standards, metadata practices, and quality assurance methods. Principles of cartography and map design. Applicable public sector regulations and data standards.
Skills:
Translating defined operational and business needs into GIS products and solutions. Developing and maintaining GIS and data workflows using scripting and database tools. Managing assigned tasks and meeting project timelines. Communicating technical concepts clearly to non-technical users. Creating professional quality maps, dashboards, and applications. Writing technical and user documentation. Proficiency with Microsoft Office 265 suite or similar productivity tools.

SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE OR A COMBINATION, SUCH AS
Education :
Bachelor's degree in Geography, GIS, Computer Science, Urban or Regional Planning, Cartography, or a related field with GIS coursework or certification.
Experience :
Three (3) years of progressively responsible GIS experience and demonstrated working knowledge of Esri ArcGIS products.
Preferred:
Experience in public safety, emergency services, or government. Experience with ArcGIS Online applications such as Field Maps and Survey123. Introductory experience with Python or SQL.

In place of the above requirement, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential functions listed above.
PHYSICAL DEMANDS AND WORKING CONDITIONS
While performing the duties of this job, the employee is regularly required to sit for extended periods of time; use hands to finger, handle, or feel; and talk and hear. The employee frequently is required to type on keyboard for extended periods of time. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Work is performed in a typical office environment, which includes a technical workstation, a computer room with a controlled environment, as well as working with customers on site. The noise level in the work environment is usually moderate.
