The incumbent prepares and implements user and project setups for GIS-related projects, designs robust databases, automation and processing macros, and related analytical procedures. Responsibilities include maintaining application software and enterprise GIS databases, performing precise digitizing tasks as needed, and supporting critical water resource management and environmental compliance programs across the California-Great Basin (CGB) Region. 2. Key Responsibilities & Duties •
Systems Analysis & Design:
Conduct systems analysis, concept and design, program development, and implementation for regional GIS data processing specialty areas. •
Project Setup & Management:
Prepare and implement comprehensive user and project setups for any given GIS-related project across enterprise operations. •
Database & Macro Development:
Design specialized databases, automation routines, processing macros, and advanced analytical procedures to streamline workflows. •
Software & Database Maintenance:
Maintain application software, enterprise geodatabases, and spatial data integrity in accordance with the CGBGIS Management Plan. •
Digitizing & Production:
Perform complex digitizing tasks, spatial data creation, and cartographic production as required by project tasking documents. •
IT & Technical Collaboration:
Collaborate with Reclamation IT staff and technical teams on server maintenance, security compliance, backups, and web services configuration. 3. Professional Qualifications & Experience Suggested minimum training, education, and experience requirements include the following (comparable work experience is acceptable): •
Education:
BA/BS degree in Geography, Natural Resources Management, Earth Sciences, Engineering, or Computer Sciences. •
Experience:
Three (3) to five (5) years of dedicated GIS production work utilizing the ESRI software suite. •
Programming & Scripting:
Three (3) or more years of demonstrated expertise in Python, Arcade, and/or ModelBuilder for automation and scripting. •
ESRI Training:
Successful completion of any combination of approved ESRI training courses within the last two (2) years (such as Current ArcGIS Pro, Building Geodatabases, Cartographic Production, ESRI 3D Creation/Analysis or Visualization, Enterprise Geodata Management, or Modernizing Field Workflows using Fields for ArcGIS) may be substituted for experience/time requirements. 4. Location, Workplace Flexibility & Travel •
Workplace Policy:
This position is remote optional. Remote personnel must reside within a fifty (50) mile radius of an approved Department of the Interior (DOI) Bureau of Reclamation (BOR) Federal building within the 17 Western states. •
Onboarding Note:
Remote personnel are not entitled to reimbursement when performing initial onboarding tasks (background screening, fingerprints, equipment issuance, PIV card certifications) or IT connectivity support at their designated facility. •
Travel Requirements:
Travel may be required to CGB area/field offices, training events, conferences, or meetings within the continental United States, subject to prior approval by the Chief of Land Resources (requiring 30 days advance notice). Valid driver's license and REAL ID required. 5. Security & Compliance •
Security Clearance:
Work is unclassified but involves handling sensitive information (Controlled Unclassified Information / CUI) regularly. Candidates must successfully complete a National Agency Check (NAC) or NACI background investigation and obtain a DOI Personal Identity Verification (PIV) access card prior to reporting. •
Compliance & Safety:
Full compliance required with Reclamation IT Security Program (ITSP), Bureau of Reclamation Safety and Health Standards (RSHS), and cybersecurity mandates (including IPv6 interoperability standards).
