Job Description

The anticipated hiring range for this role will be $84,346 - $112,048. The GIS and Project Manager works within the Technology Division of the Department of Emergency Communications, Preparedness and Response (DECPR) and provides advanced technical, analytical, and project-management support for mission-critical public safety systems. The position is responsible for enterprise GIS administration, application and interface development, system integration, data management, technical project leadership, and support of technology used by 911 Operations, the Office of Emergency Management, the Radio Shop, and partner public safety agencies. The position serves as the department's technical subject-matter expert for GIS, computer-aided dispatch applications, public safety data interfaces, and internally developed applications. The employee collaborates with departmental leadership, operational staff, the Department of Information Technology, vendors, regional partners, and other City agencies to design, implement, maintain, and improve reliable technology solutions supporting law enforcement, fire, EMS, emergency communications, and emergency management. Serve as project manager and technical lead for projects involving
CAD, GIS, 911
call handling, radio systems, logging recorders, fire station alerting, camera systems, emergency management systems, AI solutions, and related public safety technologies. Design, develop, test, document, deploy, and maintain interfaces between CAD, GIS, RMS, radio systems, emergency notification systems, logging recorders, fire station alerting systems, mobile applications, and third-party vendor platforms. Serve as the department's subject-matter expert for Esri ArcGIS, enterprise GIS architecture, public safety mapping, geodatabases, web maps, dashboards, and GIS integrations. Serve as the department's subject-matter expert for Hexagon Xalt/Edge Frontier, including interface development, workflow automation, troubleshooting, and maintenance. Develop and support custom applications, databases, scripts, dashboards, and automated processes that improve departmental operations and reduce reliance on commercial software. Evaluate operational processes and identify opportunities to improve efficiency through technology, automation, GIS, and application development. Maintain public safety data integrity through validation, synchronization, quality control, documentation, and troubleshooting. Develop technical architecture, interface specifications, implementation plans, test plans, and recovery documentation. Conduct technical reviews of vendor proposals, Statements of Work, system designs, and implementation plans. Coordinate testing, implementation, upgrades, and production deployments. Support system redundancy, backup, disaster recovery, and continuity of operations for mission-critical applications. Provide technical support during outages, major incidents, planned events, and emergency activations. Provide after-hours, weekend, holiday, and on-call support for critical systems. Develop innovative internally supported applications and automated workflows that streamline City operations, improve customer service, and reduce the cost of commercial software solutions. Coordinate with local, regional, state, and federal partners on interoperability initiatives, grants, and shared public safety technology projects. Provide technical guidance, documentation, training, and knowledge transfer to departmental personnel. Coordinate the maintenance, validation, and submission of ESInet GIS data required for Next Generation 911 (NG911), ensuring data accuracy, compliance with applicable standards, and uninterrupted emergency call routing throughout the Commonwealth's ESInet. Perform other related duties as assigned.
MINIMUM TRAINING AND EXPERIENCE
Bachelor's degree in Information Technology, Computer Science, Geography, Geographic Information Systems, Software Development, Engineering, or a closely related field. Experience with managing medium-to-large projects in a multi-department/multi-agency environment Five years of professional experience involving GIS administration, application development, systems integration, database administration, public safety technology, or management of medium-to-large technology projects in a multi-agency environment. An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification. ENVIRONMENTAL HAZARDS
Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT
Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly perform repetitive motions, see, grasp, and finger; frequently talk and hear; and occasionally feel, lift, pull, push, walk, stand, reach, crawl, crouch, kneel, stoop, balance, and climb. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
