Job Description
Under executive direction of the Court Executive Officer (CEO), the Information Technology & Facilities Director is a member of the Court's senior management team and serves as the Court's working director for information technology and facilities. The Director leads Court-wide information technology strategy, technology modernization, cybersecurity, systems reliability, facilities coordination, emergency preparedness, continuity, and assigned court security planning functions. In a small-court environment, the Director combines leadership and management responsibility with hands-on technical and administrative work and may directly support Court-wide priorities when staffing, urgency, risk, or operational needs require. The Director is expected to maintain a strong working understanding of the Court's case management system and how system configuration, business processes, legislative and Judicial Council changes, statewide reporting requirements, and data quality affect case processing, courtroom functions, public service, financial processes, records, and other Court-wide business functions. The position supervises assigned staff and works collaboratively with the Director of Operations, Director of Finance, and other managers to ensure technology and facilities systems are properly aligned with business requirements, compliance obligations, and Court-wide priorities.

DISTINGUISHING CHARACTERISTICS
This is a Director-level working management classification with Court-wide responsibility for information technology and facilities and a leadership role in the Court's technology strategy and modernization. The Director establishes priorities, plans for future technology and facility needs, evaluates risk and improvement opportunities, supervises staff, manages vendors and projects, and performs complex technical or administrative work when needed. The position works collaboratively with peer Directors and managers on matters that cross departmental functions, while each Director and manager retain responsibility and accountability for the business functions, fiscal controls, procedures, staff, and management decisions within their respective areas.SUPERVISION RECEIVED AND EXERCISED
Receives executive direction from the CEO. Provides direct supervision and day-to-day leadership of IT division staff, including work planning, performance management, professional development, and operational support. Coordinates cross-functional activities with internal stakeholders and external service providers, consultants, contractors, and project teams, as appropriate. Provides functional leadership and organizational coordination for technology implementations, facilities initiatives, emergency response, and business continuity activities. Senior Management and Department Leadership Lead development and implementation of the Court's information technology strategy, modernization priorities, technology roadmap, lifecycle planning, and continuous-improvement initiatives in alignment with Court-wide goals. Evaluate emerging technologies, statewide initiatives, legislative developments, and Judicial Council requirements and advise the CEO and senior management regarding risks, opportunities, resource needs, and recommended priorities. Serve as a member of the senior management team and advise the CEO on technology, cybersecurity, facilities, emergency preparedness, continuity, security, staffing, contracts, and related risks affecting Court operations. Establish department priorities, procedures, service expectations, work plans, and staff assignments consistent with Court-wide priorities. Supervise, coach, train, and evaluate assigned staff and promote cross-training, documentation, succession planning, and appropriate separation of duties. Maintain awareness of legislative, regulatory, Judicial Council, and policy changes affecting technology and facilities and ensure applicable requirements are evaluated and incorporated into assigned work. Collaborate with the Director of Operations (DOO) and Director of Finance (DOF) when technology, reporting, facilities, contracts, fiscal requirements, legislative changes, or other initiatives affect multiple Court functions. Information Technology and Cybersecurity Direct and perform work involving the Court's technology infrastructure, systems, applications, communications, courtroom technology, user access, data protection, recovery capabilities, and related technology services. Establish and maintain appropriate technical, access, security, backup, recovery, change-management, and lifecycle standards. Provide advanced technical support and perform complex hands-on technology work when needed, including serving as an escalation resource for assigned staff. Lead cybersecurity governance, access controls, vulnerability remediation, incident response, vendor security, and protection of Court systems and data consistent with applicable Judicial Branch technology and data security requirements. Plan and lead technology upgrades, migrations, replacements, integrations, and projects; coordinate business requirements and operational impacts with the Business Systems & Operations Analyst and DOO. Case Management Systems, Legislative Compliance, and Statewide Reporting Maintain a strong working understanding of the Court's case management system (CMS), related applications, interfaces, configuration, reporting logic, and data dependencies, and understand how system design and changes affect Court operations, compliance, and required reporting. Monitor legislative, regulatory, Judicial Council, vendor, and business-rule changes that may affect the CMS, technology environment, statewide reporting, or Court workflows; coordinate evaluation and implementation with the Director of Operations, Director of Finance, Business Systems & Operations Analyst, and other responsible staff. Ensure assigned staff understand applicable technology, security, system, reporting, and legislative requirements and their responsibilities for implementing approved changes. Lead or coordinate the technical implementation, configuration, testing, troubleshooting, change control, and vendor escalation needed for approved CMS and reporting changes, while ensuring responsible departments define and validate business requirements, procedures, coding, and operational impacts. Provide leadership and technical oversight supporting accurate and timely Judicial Branch Statistical Information System (JBSIS), Department of Justice (DOJ), Department of Motor Vehicles (DMV), and other required reporting. Work with the Business Systems & Operations Analyst and responsible departments to identify data, configuration, mapping, workflow, or compliance issues and ensure appropriate corrective action is coordinated. Facilities Management and Planning Serve as the Court's primary administrative liaison for facilities matters and coordinate maintenance, repairs, projects, building systems, vendor access, and facility needs with Judicial Council Facilities Services and other responsible entities. Assess Court facility needs and coordinate projects involving courtrooms, offices, public and secure areas, technology infrastructure, accessibility, security, space utilization, and facility modernization. Represent the Court's operational needs and coordinate project scope, scheduling, access, implementation, and impacts to Court operations. Maintain a working understanding of major courthouse systems, including heating, ventilation and air conditioning (HVAC), electrical, plumbing, fire/life-safety systems, emergency power, access controls, alarms, elevators, courtroom infrastructure, and related building systems sufficient to identify concerns, coordinate service, and escalate issues to the appropriate responsible entity. Monitor facility conditions, recurring service needs, lifecycle issues, vendor performance, and Court-managed facilities contracts and coordinate appropriate corrective action. Support planning for preventive maintenance, equipment replacement, facility improvements, accessibility, sustainability, and long-term facility needs in coordination with the Judicial Council and Court leadership. Coordinate contractor and vendor access, including security requirements, after-hours work, scheduling, and operational impacts, to minimize disruption to Court operations and public services. Emergency Management and Court Security In collaboration with the Court Executive Officer (CEO), Presiding Judge (PJ), Sheriff, and other appropriate justice partners, coordinate the Court's emergency preparedness, continuity, and response planning to support the safety of employees, judicial officers, court users, and courthouse operations. Coordinate and maintain the Court's administrative emergency preparedness activities, including continuity of operations (COOP), technology disaster recovery, evacuation planning, emergency communications, recovery procedures, drills, exercises, and corrective actions. Monitor developing emergencies and environmental conditions that may affect courthouse safety or operations, including but not limited to wildfires, smoke, severe weather, power outages, road closures, utility disruptions, and other local emergencies. Coordinate with the CEO, PJ, Sheriff, Judicial Council, first responders, County agencies, and other justice partners to support building readiness, evacuation, emergency access, continuity of essential court services, technology availability, employee and public safety, and recovery following an emergency. Support the CEO, PJ, Sheriff, and Court Security Committee in maintaining and implementing the Court's comprehensive security plan under California Rules of Court, rules 10.172 and 10.173, including assigned assessments, drills, emergency systems, access controls, corrective actions, and security-related facility improvements. Monitor facility, technology, emergency preparedness, and security risks; coordinate appropriate follow-up; and timely advise the CEO of conditions that may affect building safety, Court operations, continuity of services, or emergency readiness. Coordinate accessibility and safety-related emergency planning with the Court's Americans with Disabilities Act (ADA) Coordinator, Judicial Council staff, and other responsible partners to support the needs of employees and court users during emergencies. Contracts, Costs, and Resource Stewardship Maintain a working understanding of departmental expenditures, technology and facilities costs, contracts, lifecycle and replacement needs, and available resources. Monitor assigned contracts, vendors, renewals, service levels, costs, and resource needs and timely communicate significant fiscal or contractual concerns to the Director of Finance and CEO. Coordinate with the Director of Finance on budget planning, procurement, contracting, grants, Judicial Council funding opportunities, and financial requirements affecting technology and facilities. Manage departmental resources within approved authority and support responsible stewardship of Court resources; the Director of Finance retains Court-wide fiscal responsibility.KNOWLEDGE OF

Lead IT and facilities functions and Court-wide technology strategic planning in a small court while remaining capable of performing complex hands-on work and supporting priority operational needs. Recognize Court-wide impacts of technology, CMS, legislative, reporting, facilities, and security changes and coordinate effectively with the CEO, peer Directors, judicial officers, managers, staff, Judicial Council, and external partners. Translate legal, regulatory, business, and reporting requirements into appropriate technical or facilities actions without assuming responsibility assigned to another department. Monitor contracts, costs, projects, vendors, deadlines, and risks and elevate material issues timely. Supervise and develop staff, set priorities, delegate work, and maintain appropriate accountability and documentation. Communicate technical and facilities matters clearly to nontechnical audiences and exercise sound judgment with confidential and security-sensitive information.DESIRABLE QUALIFICATIONS
Experience in a California Superior Court, Judicial Branch entity, or other public-sector organization. Experience supporting or administering Software as a Service (SaaS) environment, including vendor-managed enterprise applications, system configuration, user access, integrations, upgrades, security, service management, and coordination of business and compliance requirements. Experience with Tyler Odyssey or another court case management system, including cloud or SaaS environments, configuration, mapping, upgrades, business workflows, reporting, interfaces, and implementation of legislative or regulatory changes. Experience with Judicial Council Facilities Services, cybersecurity, continuity of operations (COOP), emergency management, court security planning, or courtroom technology.
