Job Description
JOB SUMMARY
This position is responsible for directing the city™s information technology and communications functions.MAJOR DUTIES
Directs the planning, organization, budgeting and execution of the city ™s IT and communications functions. Analyzes the business need of users and recommends solutions. Develops IT and department-specific budget proposals; manages approved IT budgets. Develops, maintains and enforces standards and procedures. Participates in all hardware and software evaluations; maintains vendor contracts. Implements disaster recovery and back-up procedures. Maintains the city ™s computer hardware and software network systems and components. Maintains and monitors the active data network, infrastructure and network equipment. Installs, configures, and supports local area network, wide area network, and internet/intranet systems. Monitors network to ensure network availability to all system users. Maintains all servers and back-ups, email administration, and access privileges. Diagnoses hardware and software; replaces defective components. Plans, coordinates and implements network security and firewall measures. Designs, configures, and tests computer hardware, networking software and operating software. Trains users on computer systems and software when applicable. Maintains logs and records. Provides maintenance and support for every aspect of electronic equipment, such as computer hardware, software, networking telephony, laptops, servers, printers/copiers, cellular telephones, and mobile data devices. Performs related duties.KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of data processing systems, concepts and methodologies. Knowledge of network and computer security principles. Knowledge of business application principles. Knowledge of information technology installation, maintenance, and repair principles. Knowledge of budget management principles. Skill in the analysis of problems and the development and implementation of solutions. Skill in the preparation of clear and precise administrative reports. Skill in oral and written communication.SUPERVISORY CONTROLS
The City Manager assigns work in terms of department goals and objectives. The supervisors review work through conferences, reports, and observation of department activities.GUIDELINES
Guidelines include city policies and procedures and manufacturer installation, operation, maintenance and repair manuals. These guidelines require judgment, selection and interpretation in application.COMPLEXITY/SCOPE OF WORK
The work consists of varied duties in directing the city ™s information technology functions. Frequent upgrades and changes to industry standards contribute to the complexity of the position. The purpose of this position is to direct the development, operation and maintenance of the city ™s information technology and communications systems. Success in this position contributes to the efficiency and effectiveness of all city government operations.CONTACTS
Contacts are typically with department heads, other city employees, vendors, and members of the general public. Contacts are typically to provide services; to give or exchange information; to resolve problems; or to justify, defend or negotiate matters.PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending or crouching. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color. The work is typically performed in an office, computer room or outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts.SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over the Information Technology Staff (1).MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with the completion of a Bachelor ™s degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require five years of related experience.
