(NETWORK), GS-2210-12 , you will direct the planning, engineering, testing, evaluion, modificion, security and reporting of the full range of C-E (Communicions-Electronics) equipment and systems assigned; provide technical and analytical guidance and support for telecommunicions systems while considering the telecommunicions needs of users, operional practices and procedures, message handling practices and procedures, message handling techniques, local and wide area computer network requirements, communicions security requirements and similar specialized knowledge of informion technology; provide highly complex technical and operional solutions th support unique command and control telecommunicions systems requirements; ensure the proper use, management, and training of all supervised personnel, consisting of multiple technical disciplines; practice efficient position management and ensures position descriptions of subordines are accure; realign duties within the flight to ensure efficient use of assigned manpower to accomplish unit's mission; consult with users and managers to determine specific locions and requirements for the particular system installion; identify requirements for and coordine necessary improvements with customers; develop technical solutions to support equipment installion; direct, recommend, and implement remedial actions to correct problems or deficiencies; advise the Commander of significant issues and mters affecting the design, capabilities, and security of the unit's telecommunicions systems; interview and recommend selection of new employees; provide training and oriention; ensure new employees are briefed in their duties and responsibilities; establish work performance standards and discuss and assign annual performance evaluions; initie disciplinary actions, promotion actions and step increases; recommend awards and approve leave; manage overall personnel program within the section; plan, develop, and implement local policies, procedures, and goals for effective administrion, direction, management, and operion of the section; maintain current informion on system/equipment stus, modificions, and reled mters through on-site s and use of unit support functions in order to analyze and report the organizions mission support posture; initie action required to maintain maximum degrees of efficiency and reliability; maintain constant coordinion between workgroups inside and outside of the unit, because complexity, cost, and uniqueness of the work involved require considerable planning and coordinion; work to bring many resources together in a timed and coordined sequence to accomplish projects in a timely and efficient manner; keep abreast of frequent, substantial, and unexpected changes in work operions and other external requirements th impact the timing and effective use of resources; establish and implement Customer Service Center (Help Desk) to receive trouble calls and complaints from all supported customers; maintain an automed/manual trouble log to ensure troubles or dissisfaction of customers are corrected and resolved; oversee telephone systems administrion; prepare and submit budget estimes and revisions for the procurement, installion, and operion/maintenance of equipment and supply items; monitor logistic support planning and programmed requirements for new equipment as required; analyze and evalue new requirements and recommend most efficient completion method; ensure formulion of comprehensive training plans for each function and specialty within the section; ensure drill stus guardsmen (DSG) are properly trained and able to perform the telecommunicions activities; monitor and control the expenditure for merial and manpower resources in accomplishment of peacetime and wartime mission goals; identify resource shortages or projected shortages to the commander; exercise continuing responsibility for safety conditions, procedures, and work practices employed within the maintenance community; provide work force guidance on safety mters and ensures safe work practices are utilized; ensure periodic inspections of work centers are performed and immedie action is taken to correct unsafe conditions; perform other duties as assigned. Must have least 36 months experience, educion, or training th approaches techniques and requirements approprie to an assigned computer applicions area or computer specialty area in an organizion. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordinion with others outside the organizional unit and development of project controls. Experience th required adaptions of guidelines or precedents to meet the needs of the assignment. Experience preparing documention on cost/benefit studies where is involved summarizing the merial and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Substitution of Educion forSpecialized Experience:
For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements.
