DISTINGUISHING FEATURES OF THIS CLASS
The work involves responsibility for directing and managing the Syracuse City School District's data analysis, reporting, and evaluation functions. The incumbent provides leadership and supervision to professional and technical staff engaged in the collection, analysis, interpretation, and dissemination of student, instructional, operational, and accountability data. The position is responsible for establishing districtwide data governance practices, prioritizing analytical projects, coordinating responses to data requests, and ensuring the availability of accurate and timely information to support strategic planning, school improvement, and operational decision-making. The incumbent works closely with district leadership to develop data systems, performance measures, and reporting processes that advance District goals. General supervision is exercised over professional, technical, and support staff. Work is performed under the general direction of the Assistant Superintendent of Information Technology and Accountability or other higher-level administrator with latitude for independent judgment. Does related work as required.
TYPICAL WORK ACTIVITIES
Directs, supervises, and evaluates the work of professional and technical staff assigned to the District Data Team. Establishes departmental goals, priorities, performance expectations, and workflow processes for districtwide data operations. Develops and implements procedures governing the collection, validation, analysis, security, and dissemination of student, staff, financial, operational, and accountability data using District platform. Oversees the management of data-related requests through established service platforms, ensuring timely and accurate responses to schools and departments. Establishes systems for prioritizing analytical projects and balancing competing district needs and deadlines. Partners with senior district leadership and building principals to identify data, reports, analyses, and performance measures necessary to support strategic initiatives and organizational decision-making. Directs the preparation and presentation of district, school, and program evaluation reports. Oversees the development of dashboards, data visualization tools, scorecards, and reporting systems used by district and school leaders. Leads the development and implementation of data governance standards, procedures, and quality-control practices. Collaborates with building principals and district administrators to ensure access to accurate, timely, and actionable information supporting instructional and operational improvement efforts. Provides leadership in analyzing student achievement, attendance, enrollment, graduation, accountability, assessment, staffing, and operational data. Oversees the preparation and submission of required federal, state, regional, and local reports. Coordinates data management activities with the Regional Information Center, New York State Education Department, and other external agencies. Directs program evaluation activities, including data collection, survey administration, statistical analyses, and outcome measurement. Develops policies and procedures related to data reporting, records management, and data integrity. Provides training and technical assistance to administrators and staff regarding data systems, data interpretation, and data-informed decision making. May serve as an advisor to district leadership on emerging trends, best practices, and innovations in educational data analysis and accountability.

MINIMUM QUALIFICATIONS
Promotion:
Two (2) years of permanent competitive class status as a Senior Data Analyst (Educational Research and Evaluation). OR;
Open Competitive:
A. Graduation from a regionally accredited or New York State registered college or university with a Master's Degree in Instructional Design, Instructional Technology, Educational Psychology, Statistics, Public Administration, Business Administration, Economics, Research, Education, Sociology, Political Science or Psychology or a closely related field and one (1) year of supervisory or lead professional experience involving educational research, evaluation, institutional planning, data collection, and data analysis; OR B. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree as defined in (A) above and two (2) years of experience, or its part-time equivalent, as described in (A), including supervisory or lead responsibilities; OR C. Six (6) years of experience, or its part-time equivalent, in educational research, evaluation, institutional planning, data collection, and data analysis, including supervisory or lead responsibilities. SALARY Salary and benefits pursuant to the Unit 11 Collective Bargaining Agreement with a starting salary range of $116,965-$150,383 depending on qualifications and experience.
