Job Description

Solutions Manager Costpoint and E&M Applications Summary:
The Solutions Manager Costpoint and E&M Applications lead the strategic development, implementation, configuration, and continuous improvement of enterprise solutions that increase operational efficiency, compliance, and scalability. This role manages a team of solution professionals, partners with business and IT stakeholders to translate operational needs into functional specifications, and ensures solutions are successfully delivered through full lifecycle methods (requirements, build/configuration, testing, training, deployment, and production support). The Solutions Manager Costpoint and E&M Applications ensure systems are effectively integrated, optimized, governed, and maintained to support Cherokee Federal's long-term growth, with specific emphasis on Deltek Costpoint and related government contracting systems and controls.
Essential Duties and Responsibilities:
Set and deliver the enterprise solutions roadmap, specifically with Costpoint, Construction and E&M applications. aligned to business priorities. Lead requirements discovery, system analysis, and solution design; produce clear functional specifications. Direct implementation, configuration, optimization, and ongoing administration of Costpoint, Construction and E&M applications. aligned to business priorities. Manage full solution lifecycle delivery (planning, risk/impact analysis, cutover, go-live, stabilization). Own project execution (scope, schedule, budget, resources) using Agile/Scrum or other methods as needed. Establish solution governance, standards, documentation, and release/change practices. Lead testing across system, integration, and UAT; develop/coordinate test plans and scripts. Drive successful deployment and adoption through training, documentation, and stakeholder communications. Escalate and resolve complex production issues, lead root cause analysis and corrective actions. Ensure security, compliance, and audit readiness, lead integration and data validation across systems. Track and report KPIs to measure solution performance, utilization, and business value. Manage vendors (selection, contracts, performance) and recommend emerging technology improvements. Support travel and after-hours/on-call needs; perform other duties as assigned.
Supervisory/Management Authority:
Manages Costpoint and E&M applications team, including hiring, performance evaluations, and team development.
Education and Experience:
Bachelor's degree in information technology, software development, or a related field. At least 15 years of experience in leading solution development and implementation, including 10+ years of people management experience , or an equivalent combination of education and experience. 10+ years direct Deltek applications experience, Deltek Certified preferred.
Knowledge, Skills, and Abilities:
Strong expertise in project management methodologies, including Agile and Scrum. Advanced knowledge of Microsoft Office products and enterprise technology solutions. Advanced knowledge of Deltek Costpoint Suite of products (Including setup of projects/orgs/accounts, cost pools, allocations, security/roles, labor/timekeeping, payroll touchpoints, billing and revenue setup). Deep understanding of business processes, enterprise systems, and technology landscapes. Strong leadership, communication, and interpersonal skills. Ability to analyze complex business needs and develop innovative, scalable solutions. Experience managing vendor relationships and technology contracts. Ability to drive change, foster collaboration, and mentor team members effectively.
Work Environment:
Work is primarily performed in a climate-controlled office setting. May require travel, including overnight stays.
