Job Description

The IT Infrastructure Manager is responsible for overseeing the organization's technology infrastructure, systems, security, and infrastructure team. This role ensures reliable network operations, data security, system performance, and alignment of IT initiatives with business goals. The IT Infrastructure Manager leads day-to-day IT operations while planning and implementing long-term technology strategies to support growth and operational efficiency. IT Operations & Infrastructure Manage and maintain network infrastructure (LAN/WAN, firewalls, switches, wireless systems). Oversee servers (on-premises and cloud-based), backups, and disaster recovery systems. Ensure high availability and performance of business-critical systems. Monitor system performance and implement upgrades as needed. Oversee software licensing and vendor relationships. Evaluate and recommend new technologies to improve operations. Coordinate system implementations and upgrades Cybersecurity & Compliance Develop and enforce IT security policies and procedures. Manage endpoint protection, firewalls, access controls, and data encryption. Conduct regular risk assessments and vulnerability testing. Ensure compliance with relevant regulations and city policy. Lead incident response and disaster recovery planning. IT Team Leadership Supervise infrastructure team of 4 and external vendors/service providers Set performance goals and conduct evaluations. Provide technical guidance and mentorship. Budget & Strategic Planning Develop and propose policies and procedures on security, access control, device use. Lead the infrastructure team to develop standard operation procedures on key processes. Plan long-term technology roadmap aligned with City's goals. Develop and manage infrastructure related budget. Participate in developing IT department budgets and negotiating vendor contracts. Identify cost-saving opportunities and efficiency improvements. Bachelor's degree in Information Technology, Computer Science, or related field or equivalent of combined training and work experience. 8+ years of progressive IT experience. 3+ years in a supervisory or management role preferred. Experience with cloud environments preferred (Microsoft 365, Azure, AWS, etc.) Working experience in system security
Necessary Knowledge, Skills, and Abilities :
Technical Skills Network administration (Cisco). Server management (Windows Server, VMware, SQL servers). Cybersecurity best practices and tools. Backup and disaster recovery systems. ERP and business application support. Certifications (Preferred) CompTIA Network+ or Security+ Microsoft, Cisco, or AWS certifications CISSP, CISM, or similar is a plus Core Competencies Strategic thinking and problem-solving Project management Leadership and team development Risk management Strong communication skills Vendor management and negotiation Customer service-oriented mindset
