Technical Project Manager
R-00190068DescriptionLeidos has an opportunity for a Technical Project Manager on the DISA Cross Domain Enterprise Services (CDES) effort. This position is a technical position that supports both engineering and cross domain specific technical areas across multiple doctrines and domains for full life cycle engineering, testing, policy, deployment and sustainment of the DISA Cross Domain Enterprise Services (CDES). The selected candidate must be able to work primarily on-site at DISA Headquarters in Fort Meade, MD.This critical role is responsible for the management and timely execution of CDES engineering projects, CDS Approval rhythms and compliance, documentation and operation support activities and must balance programmatic support with mission and operational-focused priorities. Candidates must demonstrate experience in aspects of project management, customer engagement, lead and develop implementation of complex engineering and network solutions, while leading a team of engineers and A&A team members. This is not a people leader position.
Primary Responsibilities:
- Lead engineering projects on behalf of the program managing day-to-day engineering management for CDES efforts, including managing schedules, requirements, testing, integration, deployment, documentation, reporting, work allocation, engineering delivery and full life cycle product development.
- Work with managers and the program leadership team to ensure program initiatives and vision is being executed and enforced through engineering teams.
- Identify program and project risks and employ mitigations, resolve issues throughout the project lifecycle, track and report project milestones, document and execute action plans, and make decisions and recommendations based on business needs.
- Work closely with engineers, RMF SMEs, and program leadership to establish and enforce cross-functional processes and procedures and establish standard policies and procedures.
- Supervise technical projects / high-priority engineering tasks in conjunction with other responsibilities.
- Work as primary liaison for Customer and Mission Partner communication and engagement.
- Manage workflow of Cross Domain Approval boards and interactions with outside agencies.
- Participate in staffing/recruiting and retention efforts and personnel management, including selection and training, work assignments in conduction with management.
- Motivate and lead team members, fostering a diverse and inclusive environment.
- Effectively communicate with Leidos leadership, customer leadership.
Basic Qualifications:
- Bachelor's degree and 8+ years of directly relevant experience, including providing expertise on multiple complex assignments, developing methodology and developing/presenting solutions to problems, and managing personnel. Additional experience may be considered in lieu of degree.
- Active Secret security clearance up to TS/SCI.
- DoD 8570 IAT-II Certification (Sec +) or higher
- Highly proficient in a software engineering discipline (developer, network engineer, cross domain experience)
- Understanding of Git or other code and configuration management tools.
- Cross Domain Experience to included knowledge of RTB, NCDSMO and NSA requirements.
- Excellent written and verbal communication, leadership, organization, and time-management skills
- Experience managing program delivering systems/tools/solutions in production, while transitioning to better technology solutions.
- Experience working with DISA or DoD customer(s) on projects related to sustainment activities of the Defense Information Systems Network (DISN) infrastructure.
Preferred Qualifications:
- Familiar with DISA networks and processes.
- Cross Domain Approval Process Understanding
- Working knowledge of software and network development
- Hands on working knowledge of cross domain technologies and tools
- Extensive knowledge of Excel, to include but not limited data manipulation, formulas, pivot tables, representing data in graphical formats.
