Job Description
CALIBRE is an employee-owned, mission-focused solutions and digital transformation company. We are looking for a highly motivated Technical Expert Panel Project Manager to join our dynamic team supporting a federal client. This position oversees planning, coordination, and delivery of the Technical Expert Panel's statistical, methodological, and advisory activities to ensure high‑quality guidance that supports data linkage, analytics, and privacy‑preserving research objectives. Responsibilities include, but are not limited to:
- Provide overall project oversight for Technical Expert Panel activities, ensuring alignment with project scope, objectives, and timelines.
- Manage project scope, schedule, and resources associated with Panel operations, including expert consultations, meetings, and deliverables.
- Assemble, coordinate, and manage the Technical Expert Panel and supporting staff, monitoring performance and ensuring effective collaboration.
- Ensure the Panel provides timely, high quality statistical and methodological guidance related to data linkage, analytics, and privacy preserving approaches.
- Coordinate development and delivery of Panel outputs, such as analytic recommendations, methodological reviews, and advisory summaries.
- Ensure that Technical Expert Panel activities align with National Institutes of Health (NIH) security, privacy, and data governance requirements.
- Serve as the primary point of coordination between the Technical Expert Panel, project leadership, and federal stakeholders.
- Monitor risks and issues related to Panel activities and implement mitigation strategies as needed.
- Ensure customer satisfaction by maintaining responsive communication and delivering panel outputs that meet project needs and expectations. Required Skills
- Demonstrable and in-depth knowledge of probabilistic and deterministic record linkage methodologies for linking records across datasets using point of interest (POI) and privacy preserving record linkage (PPRL).
- Strong statistical and analytical expertise, including experience evaluating linkage accuracy using metrics such as precision and recall.
- Demonstrable and deep knowledge of federal and NIH security policies, procedures, standards, and methodologies.
- Proven ability to manage multidisciplinary teams and deliver complex analytic or advisory outputs.
Desired Skills and Experience:
- Experience managing expert panels or advisory committees supporting federal research programs.
- Familiarity with large scale research data infrastructure or secure data enclave environments.
- Experience coordinating statistical or methodological consultation for data linkage or analytics projects.
- Experience supporting programs involving privacy preserving analytics or secure data integration. required Experience
- Bachelor's degree in data analytics, statistics, behavioral sciences, or a related field.
- Current PMP certification or equivalent.
- At least two (2) years of experience as a Project Manager on projects of comparable size and complexity.
