Contract to Hire - Onsite Daily Must be Local to NJ No C2C, No 3 rd Parties Client is seeking a highly experienced Program Manager to serve as a temporary IT Business Partner supporting the Academics and Research division, including the Center for Discovery and Innovation (CDI), Research Institute, and the School of Medicine (serving approximately 620 M.D. students). This is a highly visible, customer-facing leadership role responsible for stabilizing and enhancing IT engagement with academic and research stakeholders while designing a future-state IT support model. The individual will operate at both strategic and operational levels—supporting day-to-day needs while delivering executive-ready strategic recommendations and implementation plans. Key Deliverables The Program Manager will develop and present the following executive-level deliverables: Future-State IT Support Model Proposal Comprehensive document outlining: Recommended IT organizational structure for Academics & Research Defined service catalog and support scope Software and service acquisition workflow (including purchasing, legal, security, and technology reviews) Escalation pathways and governance structure Defined KPIs and performance metrics Phased timeline for implementation Software & Service Inventory Complete index of customer software and services Overlay against existing Client enterprise tools Identification of redundancies, overlaps, and cost-optimization opportunities Recommendations to leverage already-licensed enterprise technologies Implementation Roadmap Phased transition plan with timelines and milestones Resource requirements and budget considerations Risk assessment and mitigation strategies Detailed job description for any required dedicated IT resource(s), including responsibilities, skills, and certifications Executive Presentation Concise, executive-level presentation summarizing: Proposed support model Strategic benefits and value realization Risks and dependencies Required investment and staffing considerations Core Responsibilities Strategic IT Partnership Partner closely with executive leadership across Academics and Research to develop an aligned IT strategy addressing current and future needs Translate industry trends and competitive technology enablers into an optimized IT portfolio of programs, projects, and applications Proactively identify changes in the environment—organizational, regulatory, technological—and adjust strategy accordingly Operational Leadership Serve as primary IT liaison for CDI, Research Institute, and the School of Medicine Manage escalations and issue resolution across business and IT teams Identify cross-domain processes, risks, and standardization opportunities Define structured IT workflows for: Software and service acquisitions Technical assistance requests Data access for research purposes Student, resident, nurse, physician, and clinician support Research & Clinical Trial Support Partner with Principal Investigators to understand and deliver technology solutions Ensure appropriate technology infrastructure for secure and accurate clinical trial data collection and analysis Facilitate inclusion of technology requirements in grant submissions Align IT support with federal and non-federal sponsor requirements Governance & Compliance Understand regulatory, accreditation, privacy, security, and cybersecurity requirements within healthcare and academic environments Develop compliant technology support structures Partner with legal, compliance, and vendor teams to ensure efficient, secure execution Customer Experience Maintain strong, collaborative relationships with academic and research stakeholders Serve as trusted advisor between business and IT Deliver a positive, solutions-oriented stakeholder experience Qualifications Required 8+ years of experience in IT program management or IT business partnership roles Experience developing IT operating models and governance frameworks Strong executive communication and presentation skills Experience managing cross-functional stakeholders in complex environments Knowledge of software acquisition workflows, vendor management, and IT service delivery Experience building implementation roadmaps and business cases Preferred Experience in an academic health system or university-based medical center Familiarity with research technology environments and clinical trials Knowledge of federal grant administration guidelines (e.g., NIH and other federal sponsors) Understanding of healthcare regulatory landscape (HIPAA, cybersecurity, data governance) PMP, PgMP, ITIL, or equivalent certification Ideal Candidate Profile Strategic thinker who can operate tactically Strong relationship builder with executive presence Process-oriented with the ability to standardize and scale Comfortable navigating ambiguity and organizational complexity Able to quickly assess environments and deliver structured, actionable plans
