Lead and manage the full lifecycle of multiple, complex IT projects, including planning, execution, monitoring, and closing, utilizing Agile and/or Waterfall methodologies as appropriate. Define project scope, goals, deliverables, and resource requirements in collaboration with stakeholders and senior management. Develop comprehensive project plans, including timelines, budgets, risk assessments, and communication strategies. Coordinate internal resources and third parties/vendors for the flawless execution of projects. Monitor project progress, identify potential risks, and implement mitigation strategies proactively. Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques. Communicate project status, challenges, and successes effectively to all stakeholders, including senior leadership. Ensure project documentation is complete, current, and stored appropriately. Foster a collaborative and productive team environment, motivating project teams to achieve objectives. Conduct post-project evaluations to identify lessons learned and best practices for future projects. Present Topologies at the Architecture Review Board (ARB) Meetings for approval / feedback Work with the vendors and City IT office in completing Cloud Service Agreements (CSA) and other required IT/Program Agreements and documentation for the supported applications Collaborate with the IT Security teams for completing Software Security Assurance Process (SSAP) / Application Scans / Rapid7 Scans and any other HIPAA / Audit or other mandated scans and work with IT / Vendor teams in resolving the identified vulnerabilities. Oversight of user test plans, UAT assistance, and support for system deployments, upgrades, QA-UAT, and post-production.

Qualifications and Requirements:

Bachelor's degree in computer science, Information Technology, Engineering or a related field. Minimum 8+ years IT Project Management experience, preference for 8+ years of progressive experience in IT project management, with a significant portion managing large-scale, complex projects. Proven experience with both Agile (Scrum, Kanban) and Waterfall methodologies. Strong understanding of various IT domains, including software development, infrastructure, cybersecurity, and cloud solutions. Proficiency with project management software (e.g., Jira, Microsoft Project, Azure DevOps). Exceptional leadership, communication, negotiation, and interpersonal skills. Demonstrated ability to manage multiple priorities, stakeholders, and competing demands. Strong analytical and problem-solving abilities, with a keen eye for detail. Experience with vendor management and contract negotiation.
