Job Description

The Project Specialist is responsible for assessing, planning, and documenting projects for the Hidalgo County Information Technology Department under the directive and leadership of the Information Technology management. This individual will perform project management, research and data analysis and will be responsible for all facets of their assigned projects. In addition, this individual creates reports based on project needs, required deliverables and data obtained. The Project Specialist will work with management on executing changes and/or updates to the project tasks. Define, start, manage, and complete various complex projects within time and budget constraints. Author requirements documents and work within Hidalgo County IT project management framework. Independently support and monitor tasks and resources associated with multiple competing projects. Work with Hidalgo County IT Staff and/or Vendors early in the project design phase to meet deadlines and avoid delays. Coordinate and execute IT related change control activities during defined change windows as project tasks are scheduled. Serve as a point of contact and coordination for Hidalgo County IT involvement in project related milestones. Support and coordinate with Hidalgo County IT Director for full prioritization of projects. Perform other duties as assigned. Graduation with a Bachelor's Degree from an accredited college or university in Information Technology. Two (2) years of related experience may be substituted for one (1) year of education. Three (3) years of experience in the information technology field. Broad experience, understanding, and knowledge of general project management technical skills and experience with project management systems for planning, organizing, performing, reviewing and completing projects. Comprehensive knowledge of and experience using Microsoft Office or Google G-Suite and cost, estimating, scheduling, or issue tracking computer applications (e.g., Excel, MS Project, Google Sheets). Experience with one or more Information Technology disciplines (e.g., operating systems, networks, cyber security, software, databases). Experience working independently with multi-disciplinary teams managing multiple simultaneous projects in a highly complex environment. Experience serving as a technical team lead on projects, achieving positive results, and driving projects to closure on time and on budget. Experience with Project Management tools (Gantt Charts/Project Timelines).
Certificates, Licenses and Registration:
Project Management Professional certification/license (Preferred but not required) Must have a current valid Texas motor vehicle operator's license Must be able to be insured by the County's insurance carrier Must have strong communication skills to be able to convey messages to clients and team members to effectively share the Project vision, goals, ideas, and issues and to produce presentations and reports. Ability to oversee and coordinate tasks as well as motivate and encourage the team and define the road map to successfully complete the project. Must have strong organizational skills including: the ability to multitask, prioritizing tasks, compartmentalizing projects and documenting everything for easy access and future reference. Must be able to create a project timeline and maintain those deadlines throughout the project lifecycle. Must be able to gather information, weigh the associated pros and cons and then formulate the best solution. Ability to apply Project Management frameworks and methodologies, such as agile and SCRUM, throughout the lifecycle of a project. Conflict management and resolution skills for fixing stalled workflows, project discrepancies or addressing other internal or external setbacks. Ability to prepare a variety of reports using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Must be adaptable to performing under minimal level of stress when confronted with persons acting under stress
