Duties and Responsibilities:
Designs, manages and maintains TCP/IP v4 and v6 networks, to include all application services that utilize TCP/IP networks such as VoIP, video, IPv6 routing, and other network services. Identifies and resolves problems related to network connectivity for the colleges data and telecommunication infrastructure including but not limited to VoIP, switches, routers, firewalls, routing protocols, DNS, DHCP, intrusion detection/prevention systems. Installs and maintains a variety of network cabling, including but not limited to CAT5e, CAT6, single and multi-mode fiber, to support the college's data and voice infrastructure. Designs and uses firewalls to provide a balance of effective network security and user-connectivity needs. Coordinates notification of planned and unplanned network outages and network status by updating the network status page and change management logs. Contacts key internal and external to the university as necessary. Provides operational responsibility, technical support, and supervision for Local Area Network (LAN) and Wide Area Network (WAN), Wireless, H.323 and SIP networks to be efficient and highly available. Works with the university's system IT office, and other campuses as necessary, to ensure interconnectivity between Hawaii CC campuses and the university's network infrastructure. Configures network switches, including vlan assignments and vpn/client access setups ensuring the proper configuration, implementation, maintenance and monitoring of all network equipment including but not limited to switches, routers, wireless controllers, wireless access points, that maintain network services, firewalls, uninterrupted power units, pdu, environmental monitors, cameras, etc. Plans, schedules and coordinates projects to ensure that the goals are met and to ensure identification of resources needed to meet project requirements. Cross trains full-time staff and student technicians engaged in the configuration, activation, and/or network trouble isolation process(es) related to hardware and software. Performs general administrative functions, including but not limited to research product specifications and purchase approved hardware, software, etc. to support networking functions. Organizes, creates and maintains current network modifications documentation (change management), network equipment inventory and information including maintenance contracts, Internet Operating System (IOS) versions, configuration files, etc. Remains current with emerging and evolving technologies and network security issues by researching articles online, in journals, periodicals, technical manuals, and by attending classes, trainings, conferences, presentations and self-directed study methods. Designs, maintains, and manages the campus network security with ability to diagnose network security vulnerabilities and provide and/or recommend solutions to minimize them. Monitors network traffic by campus and/or site for early detection of congestion, isolation of systems that are malfunctioning or compromised by malicious attacks, and to identify short and long-term network enhancements, changes, and/or upgrades. Designs and configures dedicated Virtual Local Area Networks (VLANs) to isolate campus printers, IoT devices, and guest traffic, minimizing broadcast domains and enforcing strict access policies. Enhances campus security posture by designing isolated DMZ network segments that protect internal assets while allowing necessary external access to specific services. Administers DHCP services and IP Address Management (IPAM) solutions, including creating new DHCP scopes, managing static IP reservations, and auditing subnet utilization. Conducts routine audits of firewall rules, Access Control Lists (ACLs), and routing policies to ensure compliance with institutional security standards and least-privilege access models. Performs automated, routine backups of all network device configurations and maintains comprehensive disaster recovery and failover protocols for critical network services. Manages the physical and logical lifecycle of network ports, from initial activation and port security configuration to decommissioning inactive connections. Implements and secures new Service Set Identifiers (SSIDs), utilizing 802.1X (RADIUS) authentication for secure access, and deploying captive portals for segmented guest networks. Deploys, provisions, and configures indoor and outdoor wireless access points to extend reliable WLAN connectivity. Conducts RF site surveys and wireless heat mapping to identify coverage gaps, mitigate signal interference, and determine optimal Access Point (AP) placement for new or renovated campus facilities. Integrates and manages network connectivity for virtualized server environments, ensuring seamless and redundant communication between the physical network infrastructure and virtual machines. Serves as the primary network Subject Matter Expert (SME) for cross-functional IT initiatives, designing and implementing custom connectivity solutions for specialized campus projects. Collaborates directly with hardware and software vendors to design, test, and integrate optimized network architectures for new enterprise product deployments. Participates in the planning process for all network related remodel, renovation, upgrade, and/or new construction initiatives undertaken by the college. Follows and implements directives and guidance related to best practices from University of Hawaii System Information Technology Services. Ensures the consistent adoption, implementation, and enforcement of recommendations issues through University of Hawaii System Information Technology Services. Keeps abreast of recommendations issued through University of Hawaii System Information Technology Services and takes timely action as needed. Continuously monitors and leads initiatives to enhance system reliability, security, and operational efficiency. Supervise and mentor IT staff to ensure that administrative directives and industry best practices are understood and followed. Travels between campuses and/or in support of college duties. Work assignments may include working outside of normally scheduled work hours - day, night, weekend, and/or holiday hours, as directed. Other duties as assigned.
Minimum Qualifications:
Possession of a pertinent baccalaureate educational degree in Information & Computer Science (ICS), Information Technology, Management Information Systems (MIS), Business Administration, or Computer Science and 3 years of progressively responsible professional information technology experience with responsibilities for Networking administration, of which 2 years of the experience must have been comparable in scope and complexity to the next lower pay band in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Considerable working knowledge of TCP/IP data, voice, and video networks as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies. Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with the integration of technology to meet the networking needs of the institution. Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner. Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements. Demonstrated experience implementing and maintaining IT best practices, standards, and governance. Demonstrated ability to implement DHCP, DNS, VLAN, and TCP/IP in a networking LAN and WAN environment. Demonstrated knowledge of network security design and implementation of planned design to meet industry best practices for the provision of effective network security. Demonstrated knowledge in the design and maintenance of enterprise wireless network technology. Demonstrated knowledge of firewall concepts, principles, and practices. Ability to accurately interpret visual displays and color-coded cables. Ability to climb ladders and work in small spaces. Drive vehicle(s) as required to transport employee(s) and equipment between sites, island wide. Possess a valid driver's license. Ability to lift and carry equipment up to 40 pounds.
Desirable Qualification:
Experience with the use of network monitoring and/or traffic shaping methodologies. Knowledge and experience in the use of a variety of operating systems such as Microsoft, Mac OS and Linux for desktops and server roles. Experience and/or certification with Cisco IOS or Aruba/HPE networking. Experience maintaining and supporting network infrastructure in a higher-education environment. Experience with Aruba Central configuration, administration, and maintenance to monitor WiFi hardware and activity. Experience with Mitel, Voice over Internet Protocol (VoIP) configuration, administration, and maintenance (hardware and software). Experience with Autocad or Visio. Cisco Certified Network Associate or Hewlett Packard Enterprise Aruba certifications. Experience with WiFi heat mapping, testing for wireless dead zones. Demonstrated commitment and/or experience supporting the success of students.
