Job Description

Job Summary This is primarily an on-site position. This position is a competitive position, requiring applicants to meet minimum qualifications established for the position and successfully meet civil service examination requirements. A provisional appointment may be made to this position. Permanent appointment will be dependent upon participation in the examination AND being reachable from the resulting Eligible List . Preference on the Eligible List is given to candidates who reside in Broome County. This technical position is responsible for supporting and maintaining a broad mix of on‑premises and cloud-based systems that serve multiple departments across the County. The role requires expertise in hybrid infrastructure management—including physical and virtual servers, identity platforms, SaaS applications, PaaS and IaaS services, and end‑user device ecosystems. The Network Specialist ensures reliable operation of critical business systems, participates in planning and implementing upgrades, supports integrations across platforms, and maintains security controls and compliance measures. Work is performed under the general direction of a higher‑level technical leader.
TYPICAL WORK ACTIVITIES
Maintains on‑premises and cloud-hosted environments across development, testing, and production tiers. Deploys, configures, and manages physical servers, virtual machines, storage platforms, and related infrastructure components. Administers identity and access management through Active Directory and Entra ID in hybrid environments. Oversees daily operation and maintenance of SaaS, PaaS, and IaaS platforms used by County departments. Monitors system performance, investigates incidents, and responds to alerts across infrastructure layers. Designs and maintains integrations using APIs, middleware tools, and secure data exchange pipelines. Troubleshoots complex system and connectivity issues involving on‑prem, cloud, and endpoint systems. Implements security configurations, applies patches, and enforces compliance standards across all platforms. Participates in disaster recovery planning, performs data backups, and validates system recovery procedures. Assists in evaluating new technologies, recommending upgrades, and preparing project implementation plans. Works with department staff to understand operational needs and provide technical support for enterprise applications.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of hybrid infrastructure concepts, including physical server operations, virtualization, and cloud service models (SaaS/PaaS/IaaS). Good knowledge of identity, authentication, and directory management principles (Active Directory / Entra ID). Good knowledge of networking fundamentals, system communication patterns, and device configuration. Working knowledge of security best practices, system hardening, vulnerability mitigation, and compliance requirements. Ability to diagnose and resolve issues across multiple layers of the technology stack. Ability to write clear technical documentation and prepare implementation or upgrade plans. Ability to communicate effectively with technical and non‑technical staff. Strong analytical and problem‑solving skills. Ability to prioritize tasks and manage workload in a multi‑department environment. Ability to work collaboratively with peers to support shared infrastructure services.
MINIMUM QUALIFICATIONS
Either:
A) Graduation from a regionally accredited or New York State registered college or university with a bachelor's degree or higher in computer science, , information technology, information systems, or a related field and one (1) year of experience in systems administration, infrastructure management, or cloud operations; OR B) Graduation from a regionally accredited or New York State registered two-year college with an associate degree in computer science, information technology, information systems, or a related field and three (3) years experience as defined in A) above; OR C) Five years full-time or its part-time equivalent experience as defined in A) above; OR D) An equivalent combination of training and experience as defined by the limits of A), B), and C) above.
SPECIAL NOTE
Because of the radical evolution of technology in this field, qualifying experience must have been gained within the last five years.
