THIS IS A T5 EXCEPTED SERVICE, TEMPORARY POSITION NOT TO EXCEED 20-SEP-2026.
Selectee may be non-competitively extended up to 4 years if/when funding becomes available. The primary purpose of the
FLIGHT SERVICES
SPECIALIST, GS-2101-9, is to provide assistance to pilots in the form of preflight briefings and assistance, in-flight advisory services, and a variety of other flight services support to include performance of duties reled to the operion of Nional Guard owned and or opered airfield property/facilities. Reviews and evalues proposed flight plans for technical accuracy and compliance with USAF, FAA, DOD and ICAO directives. Ensures flight plan informion is in proper form prior to processing plans into the FAA flight planning Aeronautical Informion System (AIS). Performs quality control on proposed flight plans with aircrews and provides special briefings to pilots of civilian and non-DOD government aircraft on flight planning procedures. Determines approprie action in implementing emergency, Quick Reaction Checklist (QRCs), and operions plans. Actives secondary crash phone network for aircraft accidents, and in-flight and ground emergencies. Evalues seriousness of incidents and notifies proper agencies. Provides preflight briefings to military and civilian aircrews, including those of foreign governments and civilian contractors on CONUS/Internional Civil Aviion Organizion (ICAO) flight plans. Briefs aircrews on air traffic control, noise abement, and Bird Aircraft Strike Hazard (BASH) procedures to include special departure procedures, radar departures, communicions requirements, and airfield conditions and restrictions. Briefs pilots on alterne airfields' facilities, stus and limitions of navigional aids, restricted areas, radio frequency changes, call letters, airfield obstructions, and other informion necessary to accomplish the flight safely. Schedules and coordines use of military special use airspace/facilities including air refueling areas, military opering areas, and landing and drop zones. Coordines response activities with air traffic control and crash and rescue agencies and supports local authorities. The position resides within the infrastructure and support functions of the ste Nional Guard; the incumbent is not subject to mobilizion, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrive role th is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organizion, or similar military position, is mobilized to perform continuing post-mobilizion functions; or the position requires a skill or competency th necessites technical expertise or professional qualificions th cannot be readily found in the military structure of the ste military force. FLIGHT SERVICES SPECIALIST, GS-2101-9
Must have least one year of specialized experience, equivalent to least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the prive sector, but must demonstre th it is comparable to the GS grade indiced. Specialized experience may have been demonstred by: experience, educion, or training in mission planning for preflight, in-flight, ground or command and control (C2) duties according to specific transportion functions. Receives, interprets, extracts, and dissemines relevant da for mission planning or execution. Experience coordining and negotiing with organizions/personnel both orally and in writing to resolve differences/problems.
