NEW POSITION AS PART OF FY 26/27 BUDGET. PENDING FINAL CITY COUNCIL APPROVAL. ANTICIPATED EMPLOYMENT START DATE OF MONDAY, JULY 6, 2026. DEFINITION
To perform a variety of clerical, administrative, and technical duties in support of business services within the administrative office relating to economic development programs including commercial, retail and industrial business attraction, retention and expansion, marketing and promotions, events and outreach; to serve as the initial contact and liaison between City and local government/workforce agencies and the business community; to provide small business development services; and to perform duties as assigned. SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from City Manager or designee. Exercises no supervision. ESSENTIAL FUNCTION STATEMENTS
-- Essential responsibilities and duties may include, but are not limited to, the following: Essential Functions :
Prepares economic development plans; analyzes data regarding retail sales tax, employment, and commercial real estate; reports on trends. Assists in the implementation of business retention, expansion, and attraction programs. Analyzes economic, demographic, and land use data to create reports for city leadership. Assists with redevelopment projects, special events, and City website management. Recommends and investigates ways to obtain grants, loans and other procurement of funds for the development of businesses. Acts as a liaison with the business community, commercial developers, and the public. Responds to business inquiries. Attends events as City representative; markets and promotes City's economic vitality and quality of life. Prepares City marketing material; manages branding. Serves as point of contact for business representatives and guides them through each City process. Establishes strong working relationships and regularly meets with key partners in the community; provides programmatic support for existing businesses and potential businesses. Works with commercial and industrial property owners on future plans; develops a database to match those property owners with suitable businesses. Works with City GIS to map business properties and business opportunities for the public. Networks with regional partners, including neighboring Cities, County, State of California Go Biz, CalED, etc. Monitors local, state and federal legislations and regulations relating to economic development; reports findings, trends and recommendations. Performs other related duties as assigned. Experience:
Two years of increasingly responsible administrative and analytical experience preferably in a government agency. Training:
Equivalent to a Associate's degree from an accredited college or university with major course work in marketing, communication, economics, public administration, business administration or a related field preferred. Equivalent to completion of twelfth grade required. Knowledge of :
Operational characteristics, services and activities of the administrative office. Procedures and techniques of permit processing, plan review, and inspection and business license processing. Modern office procedures, methods and equipment including computers and applicable computer applications. Principles and procedures of record keeping and filing. Methods and techniques of proper phone etiquette. Customer service techniques, practices and principles. English usage, spelling, grammar and punctuation. Basic mathematical principles. Business letter writing and report preparation. Pertinent federal, state and local laws, codes and regulations. Contemporary marketing practices. Promotional event planning and public relations techniques. Economic development strategies. Business development. Municipal zoning and infrastructure. Advertising layout and design. Ability to : Establish and maintain communication and cooperation with a wide variety of business organizations, individual businesses and community leaders. Develop, write, edit, and produce promotional materials. Exercise sound independent judgement within established guidelines. Prepare clear, concise and complete documents, reports and correspondence. Make public presentations. Read, interpret and record data accurately. Work a flexible work schedule which may include evenings, weekends and holidays. Travel for trainings, meetings and conferences, locally, and out of the area. Organize, prioritize and follow-up on work assignments. Respond, verbally and in writing, to requests and inquiries from the general public in a professional manner. Establish and maintain effective working relationships with those contacted in the course of work. WORKING CONDITIONS
Environmental Conditions:
Working conditions may vary from day-to-day but will include working in an office environment, working outdoors in sun, heat, fog and rain, at night and on weekends and some holidays. Subject sitting in an office environment for prolonged time. Occasionally subjected to long periods of standing and walking outdoors, and occasional exposure to the outdoor elements. Physical Conditions:
Essential and marginal functions may require physical, mental and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, computer, business machines, and assemble marketing displays as required; vision sufficient to detect and distinguish between different colors, read fine print and visual display terminals; hearing sufficient to conduct conversations occasionally over the noise of groups of people, in person and using the telephone; speaking ability in an understandable voice with sufficient volume to be heard in normal conversational distance, occasionally in crowds of people and for addressing groups; physical mobility sufficient to move about the work environment, walk on uneven surfaces; physical strength to lift 20 lbs. from the floor and occasionally up to 50 pounds, of boxes containing equipment and materials; physical stamina sufficient to stand, walk and/or sit for prolonged periods of time; mental acuity to collect interpret and analyze data, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.
